Senegal is easily recognized as one country in the region where the local context presents unique opportunities and interesting challenges when it comes to working with the private sector.

UNICEF Senegal sees Private Sector engagement as a critical strategy to achieve its strategic goals and to advance children’s rights.
The “Business 4 Results” B4R approach brings to life this vision and asks to all levels of the organization to step up their work in this area.

Efforts will be made to incorporate the private sector at various key moments of the programme cycle through a flexible approach which is in line with the needs and capacities of the Country Office (CO).
The midterm review of the current Country Programme 2019-2023 is an important moment to further integrate the B4R approach in UNICEF Senegal programmatic work, ensuring full alignment with program priorities and adequate allocation of resources.
UNICEF Senegal secured a strong Partnerships with the Private Sector to fund COVID-19 response in Education, WASH and Health.
We are looking to further expand the spectrum of business engagement to new programmatic areas (particularly Nutrition, WASH, Generation Unlimited and Youth Empowerment), and modalities (market influencing, business regulation, work with SMEs, incubators and small entrepreneurs, etc.).

As the midterm review of the Country Programme is ongoing, UNICEF Senegal is looking to integrate a renewed vision of partnering with business in its programme strategies. As such, the CO is looking to enhance internal capacities to support this process and other private sector engagements activities to push the B4R agenda forward.

Scope Of Work

In light of the above context, UNICEF Senegal is seeking a consultancy to support the development and implementation of the B4R action plan, more specifically, in close coordination with UNICEF Senegal staff, the consultant will support the following:

Objective 1: Support expanding private sector engagement

• Support the inclusion of B4R and private sector considerations into the Programme Strategy Notes (focusing on CSD (including Nutrition and WASH), and Social Policy components and Youth Empowerment transversal strategy). This includes: setting up a process to ensure that private sector considerations are integrated at all steps; that a methodology is set up to bring in external private sector perspectives when/where appropriate; to review documents and provide suggestions for integration in Theory of Changes and Programme Strategy Notes,etc
• Support programme colleagues in identifying how businesses and their impacts are relevant to programme priorities.
• Support the identification of potential for expansion with existing corporate partners and opportunities for collaboration with new corporates, building on existing country office analysis.
• Work closely with the C4D team and Youth Consortium to support the development and maintenance of strategic shared-value partnerships with the business sector on gender and girls’ empowerment.
• Collect, synthesize, draft and/or organize materials and related documentations for engagement with companies for optimum impact based on their priorities and UNICEF’s mandate.
• Maintain a database of corporate requests for partnership.
• Contribute to the revision of the Private Sector Engagement strategies
Objective 2: Support Knowledge Management and Pitching to Private Sector

• Document good practices and lessons learned on B4R
• Write up case studies on UNICEF Senegal engagement with the private sector
• Support the development of a package of materials that can be used as pitches/asks with corporates for shared value partnerships
• Liaise with PFP, RO and Natcoms to seek partnerships and funding opportunities.

Work Assignment Overview

The work will be carried out over 80 working days between May and December 2021. The number of working days will be revised if needed, depending on different factors including the endorsement of the final B4R action plan or additional workload. Based on current foreseen B4R workload, it is estimated that the number of days may be approximately distributed as follows:

Enter Disciplines

A university degree in one of the following fields is required: Business Administration, Sociology, Development, communication, public relations, or another relevant technical field.

A minimum of two years of professional experience in one or more of the following areas is required fundraising, partnerships, entrepreneurship, youth programming, social development programme planning, communication, public advocacy, or another related area.

• High level proficiency in standard computer software Microsoft word.
• Excellent written skills in both English and French.
• Persistence in follow up, tact and diplomacy to work with personnel.
• Good time management and ability to work under tight deadlines
• Familiarity with/experience in international development and humanitarian affairs an asset
• Strong communication and interpersonal skills, ability to quickly establish trusted relationships
• Demonstrated ability to meet deadlines.
• Familiarity with the UN and UNICEF programmes.
• Experience working in Sub-Saharan Africa will be considered as an asset.
