Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?
Looking for national consultant to:
1. Manage Staff Security and Emergency Preparedness.
2. Ensure program Delivery is facilitated with Sudan Security Compliance
3. Develop knowledge of Sudan’s Security Situation, together with maintenance of professional Knowledge and Skills
Specific Tasks
1. Manage Staff Security and Emergency Preparedness
Generate and maintain all documentation and procedures required under the UN Security Management System (UNSMS).
Keep Supervisor updated on all current and ongoing security trends and situations.
In the absence of my supervisor, support the UNICEF Country Representative at Security Management Team (SMT) meetings.
Along with the Security Advisor, prepare written advice, security risk assessments, and reviews related to staff and premises in Sudan.
Along with the Security advisor provide technical advice and supervision to the local security assistants.
Prepare Significant Incident Reports (SIR) and investigate incidents involving UNICEF staff and assets.
Along with the Security Advisor prepare and circulate security advisories to staff as required.
Monitor and track staff official movements.
Conduct exercises on Fire, evacuation and training in Fire and Wardens.
2. Ensure program Delivery is facilitated with Sudan Security Compliance
Follow up on UNICEF supported related activities.
Ensuring that security clearance is applied and approved, and the area is safe for UNICEF to conduct and complete their program. This is achieved by completing a Security Risk Assessment (SRA) in conjunction with UNDSS.
Participating in program coordination meetings, in order to provide security updates and recommendations for the area concerned.
3. Develop knowledge of Sudan’s Security Situation, together with maintenance of professional Knowledge and Skills
Continue to research and improve implementation of the UN Security Management System (UNSMS) procedures within the Lebanon context.
Liaise regularly with the local security actors, explaining the UNICEF programs, and what our security needs are in any specific area.
Monitor the security situation and provide information, through my supervisor, on emerging security threats to UNICEF personnel and eligible family members, premises assets and resources.
To qualify as an advocate for every child you will have…
Qualifications: University degree or equivalent qualifications in the related field i.e. staff college qualified.
Professional/Technical experience – At least 5 years progressively responsible professional work experience in security related tasks in multi-cultural surroundings in Sudan,
Relevant work experience in Security
Knowledge of: UNSMS system.
Language skills required: English and Arabic.
