Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.
How can you make a difference?The Multi Sectoral Programme Coordinator will receive strategic guidance and oversight from the Deputy Representative for Programming. The incumbent will closely collaborate with the Partnerships and Resource Mobilization unit under the guidance of the Partnership and Resource Mobilization Manager. Daily coordination will take place with UNICEF multi-sector programme focal points and team members at sections and field offices.  

Key functions, accountabilities and related duties/tasks: Provides coordination support to UNICEF programme sections and field offices for joint planning, implementation, and monitoring of multi-sector programming in line with the grant agreement, and UNICEF policy and procedures.
Provides coordination support to UNICEF programme sections and field offices in meeting UNICEF and donor grant management requirements (eg financial and narrative reporting, visibility, and safeguards) of SCO existing multi-sector grants / programming.Support the multi-sectoral programming in drafting proposals for funding. Specific support to program development and planning focusing on new emerging cross sectoral areas can be provided.Contributes to the development of new multi-sector grant management and programme coordination practices by facilitating internal discussions, formulation of guidance notes, standard operational procedures, and other materials for mainstreaming best practiceContributes to enhancing UNICEF Sudan and partners staffing capacities for multi-sector grant management and programme coordination, at both Khartoum / HQ levels, and in particular the field.Participate in appropriate inter-agency discussions and planning on multisectoral issues to collaborate with inter-agency partners/colleagues on planning and preparation of programs/projects ensuring organizational position, interests and priorities are fully considered and integrated in the process in development planning and agenda setting. Participate in strategic program discussion on the planning of multisectoral programmes/projects, particularly in establishing ties within the annual work plans, developing strategies and determining priorities/targets and performance measurements.Innovation, knowledge management and capacity building on cross-sectoral and resource management;
a. Contribute to identifying, capturing, synthesizing and sharing lessons learned for knowledge development and capacity development of stakeholders.
b. Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results especially cross-sectoral.
c. Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
d. Provide technical support to relevant colleagues in-country and at regional level on good practices and lessons learned as part of wider capacity building in new and innovative areas for integrated/multisectoral programming in Sudan and beyond.
e. Undertake regular field visits either individually or in integrated teams to support, verify, monitor and evaluate the implementation of projects.
f. Participate in monitoring and evaluation exercises, program reviews and annual reviews with Khartoum based staff, field-based staff, donors, government and other counterparts to assess progress and to determine required action/interventions to achieve results.
g. Monitor and verify the optimum/appropriate use of multisectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
Performs other related duties as assigned by the supervisor to ensure the success of the team.
To qualify as an advocate for every child you will have…Bachelor’s degree in International Relations, Public Policy, Management, Sociology, Business Administration or other related fields is required.
A minimum of two years of professional experience in programme planning, management, and implementationFluency in English is required. Knowledge of Arabic language is an asset.
