The Malawi Social Cash Transfer Programme (SCTP) was initiated in 2006 in the pilot district of Mchinji, providing small monthly cash grants to ultra-poor and at the same time ‘labor-constrained’ households.  Objectives of the programme include reducing poverty and hunger and improving health and nutrition in vulnerable households as well as increasing child school enrolment. The SCTP is currently operational in all the 28 districts of the country and reaches over 281,000 ultra-poor and labour-constrained households and over 1,185,000 individuals (of which over 610,000 are children). The programme is fully executed by the Government of Malawi through the District Councils by Social Support Services Officers (SSSOs). At the national level, management of the programme is directed by the Social Cash Transfer Programme National Secretariat located in the Ministry of Gender, Children, Disability and Social Welfare (MoGCDSW) with overall policy guidance of the Ministry of Finance, Economic Planning and Development (MoFEPD).   Funding for the SCTP is provided by Irish Aid, the German Government through KfW, the European Union, the World Bank and the Government of Malawi, while UNICEF provides technical support to implementation, design enhancement and evidence generation.
The Social Cash Transfer Programme’s National Secretariat located in MoGCDSW provides day to day management to the SCTP that includes: implementation oversight; technical support and capacity building of implementing districts; financial management; MIS maintenance and management; evidence building and programme design modifications; and monitoring and evaluation. The SCTP National Secretariat has recently expanded its human resource capacity to cater for programme expansion. The SCTP national Secretariat is headed by the Deputy Director of Social Welfare with several chief and principal social welfare officers responsible for executing the various functions of the SCTP.  At the district level, a District Social Welfare Officer (DSWO) oversees the work of Social Support Services Officers and programme accountants who are government staff fully dedicated to implementing the SCTP.  In addition, interns as well as Social Welfare Assistants support the implementation of the SCTP at district level while community volunteers, through the Community Social Support Committees (CSSC) support implementation at community level.
The SCTP has at the same time adopted system strengthening initiatives such as the common targeting of households using the single registry – the Unified Beneficiary Registry (UBR); planned scale up of electronic payments (e-payments) from 2 districts to the whole programme; and use of the SCTP system to respond to shocks and disasters i.e. for vertical expansion that allows reaching of beneficary households with lean season top-ups and humanitarian/emergency support, as well as for horizontal expansion (taking on additional beneficiaries), when needed in the wake of shocks and disasters.
Furthermore, a process evaluation of the SCTP conducted from 2015 to 2017 revealed capacity gaps in all key components of the programme i.e. targeting, payments, financial management, case management (and grievances and redressal mechanisms) and monitoring and reporting, both at national and district level. The nationwide expansion of the programme and the system strengthening efforts as well as the capacity gaps revealed through the process evaluation, therefore, demand that the capacity of the National SCTP Secretariat, the district and community level implementers, be strengthened further for effective implementation of the programme and ultimately for the successful achievement of programme goals and objectives.
In 2015, UNICEF supported the MoGCDSW  to develop a medium term capacity development plan (CDP) for the SCTP. The CDP was developed after a throrough capacity needs assessment conducted at national and district level. While some of the recommendations have been implemented, there is a need to review the CDP to identify which areas have been addressed and which gaps still exist. In addition, there is need to update and refocus the CDP based on the new developments mentioned above including the adoption of the UBR, e-payment modality and shock-responsive social protection, and to ensure that the CDP addresses the capacity gaps identified through the process evaluation of the programme. The revised CDP will therefore aim to strengthen and improve human resource capacities in terms of competency development, and to ensure the optimal utilization of available personnel and resources.
How can you make a difference?
The objective of the consultancy is to build the institutional capacity of MoGCDSW and District Councils to effectively deliver the Social Cash Transfer Programme (SCTP) in support of operationalization of MNSSP II.  This will be achieved through assessing gaps and opportunities of core aspects of capacity to deliver  at the institutional/organizational and individual level. The assessment will cover human resources, administrative systems (e.g. MIS), technological capability and institutional and organizational framework. The assignment will also include a systematic and comprehensive review and update the current Capacity Development Plan (CDP) for the SCTP to cover a new three-year period from January 2020 to December 2022, based on a comprehensive capacity assessment. The scope of work and related suggested methodology can be articulated as follows:
Desk review of SCTP purposes, strategies, plans and documents including quarterly and annual reports, research and studies including process evaluation reports, MIS Assessment Reports, Case Management and Grievance and Redressal Mechanisms (GRMs) review reports, amongst others to enable assessing what capacites are required to achieve the goal of the SCTP.
Review of the current Capacity Development Plan for the SCTP including a critical review of the structure and content of the plan and revising it to ensure that it addresses the scope of the current assignment.
Review of organograms and staff structure and scheme of services of the MoGCDSW and the SCTP Secretariats at national and district level to analyze current workforce at central and district levels, including their educational level, formal training and skills.
Conduct a light mapping of institutions/initiatives for Socail Protection/Safety Nets capacity building in Malawi.
In-depth interviews and observational assessment of functional capacity of the SCTP National Secretariat in MoGCDSW.
Specifically:
An overall functional assessment in addition to individual position capacities of both technical and managerial level staff of MoGCDSW including an assessment of the capacity and internal collaboration of the various units of the SCTP National Secretariat.
Capacity analysis to identify capacity gaps especially in the following areas that are critical to effective programme implementation: (1) provision of technical assistance and management to the districts; (2) planning and financial capacity of the Ministry at both national and sub-national levels including budget preparation, allocation and implementation, financial management and reporting, (3) monitoring of programme implementation at the district level, (4) effective management, leadership and oversight of the programme, (5) communication and feedback with implementing districts and SCTP stakeholders/partners.
Capacity analysis of the core areas of the SCTP administration which are Targeting, Case Management and Grievance and Redress Mechanisms (GRM), Monitoring and Evaluation, MIS Management, and Graduation and Exit mechanisms.
Assessment of linkages of SCTP (MoGCDSW) to other line Ministries and actionable recommendations for effective and strengthened collaboration between all sectors involved.
In-depth interviews and observational assessment of selected districts currently implementing the SCTP. This will require travel to a selection of a minimum of four (4) implementing districts and a minimum of 2-3 days of assessment in these districts. The purpose of these visits will include conducting a thorough assessment of the districts human resources capacity to implement the programme and to ascertain the effectiveness and efficiency of management capacity support from national level.
Conduct focus groups discussions (FGDs) with at least four (4) SCTP beneficairy and CSSC groups in districts to solicit views and feedback on capacity gaps that they experience from districts and even national level implementors.
In-depth interviews with key SCTP stakeholders, including development partners that fund the SCTP, the Poverty Reduction and Social Protection Division, Department of Human Resources Management and Budget Division in MoFEPD, and other major partners to the SCTP.
To qualify as an advocate for every child you will have…
Advanced University degree in one of the following disciplines: Human Resource Management, Organizational Development, Business Administration, Social Sciences or other related relevant field;
A minimum of ten years professional work experience in management and/or organizational development with progressively greater management responsibilities in development programming at national and international levels.
Proven skills and experience in conducting human resources capacity assessment/analysis and actionable advice/recommendations on capacity building for government staff at national and district level.
Extensive experience and understanding of Government of Malawi systems required.
Understanding of social protection sector and specifically social cash transfers in Malawi is highly desirable.
Direct field experience in development programme planning, management and coordination is a distinct advantage.
Relevant UN or international NGO experience would be an asset.
Excellent written and spoken English.  Knowledge of Chichewa and any other local languages would be an asset.
