For every child, resultsUnder the guidance and direct supervision of the Senior Manager (Monitoring, Data & Research) (#20526) the Monitoring Specialist (#20716) leads the strengthening of monitoring systems and technical quality assurance and consolidation of routine, systematic data at country and regional levels to measure UNICEF’s progress towards attaining the Key Results for Children (KRCs), the regional contribution to UNICEF’s Strategic Plan (2022-2025) Goal Area 3 and the 8 Sustainable Development Goals (SGDs) concerning child protection for which UNICEF is custodian.The staff member (SM) coordinates a small, cross-sectoral team of KRC Data and Monitoring Specialists and has a direct regular working relationship with Child Protection staff in WCARO and in country offices (COs). Additionally, the staff member works closely with colleagues in the Division of Data, Research and Policy (notably Data and Analytics) and Child Protection M&E colleagues in PD in NY/HQ.

Purpose for the jobUnder the general supervision of the Senior Manager (Monitoring, Data & Research) (#20526), the Monitoring Specialist (Child Protection) will be responsible for coordinating a small, cross-sectoral team of KRC Data and Monitoring Specialists (Nutrition, Health, Education) to strengthen the quality and availability of routine monitoring data at country and regional levels to measure progress towards the 8 KRCs, with a particular focus on the 3 KRCs that concern child protection (KRC5 Sexual Violence, KRC6 Child Marriage and KRC7 Birth Registration).
As direct support to Child Protection, the SM will be responsible for supporting UNICEF CO staff to strengthen results-based monitoring systems to measure progress at country level and the regional contribution to global results of UNICEF’s Strategic Plan (2022-2025). The SM will also be responsible for ensuring measurement alignment with Goal Area 3 standard indicators and UNICEF’s Child Protection Strategy (2022-2030) in country programme strategy notes (PSNs) and country development plans (CPDs).
To strengthen the availability of quality data, the SM will also be responsible for providing technical support and oversight to Child Protection sections in COs to strengthen administrative data systems, including information management for case management and civil registration and vital statistics (CRVS). The SM will supervise a Regional Information Management and Primero Deployment Specialist to support the roll-out of Primero CPIMS+/GBVIMS+/MRMIMS+ and the strengthening of information management systems for Child Protection in both development and humanitarian settings.
The SM will coordinate close collaboration with the regional office Planning cell, the Data Analysis cell, the Information Management cell in Planning, Monitoring and Research (PMR). The Child Protection Focal Point in Data and Analytics (D&A) on further strengthening monitoring capacity for child protection globally. The SM serves as Evaluation focal point for Child Protection, including technical support.

Programme Development and Planning
Under the general supervision of the Senior Manager and in consultation with the Regional Adviser, Child Protection:
Provide technical advice and operational support to country offices in the preparation, design and updating of their situation analysis to ensure that current and comprehensive evidence based data on child protection issues is available to guide UNICEF’s strategic policy advocacy, intervention and development efforts on child rights and protection, and to set programme priorities, strategies, design and implementation plans.Keep abreast of national, regional and international development priorities on child protection data and analytics, to support country offices to leverage UNICEF’s position and competencies with donors, national governments, communities and constituents to advocate and promote child protection interventions, policies and social change to achieve goals on child’s rights, protection, survival and wellbeing, as productive members of society. Programme Monitoring and Quality Control (Key Results for Children Monitoring and Reporting)
Working closely with Planning and the Child Protection Section, support the alignment of KRC targets and indicators, UNICEF Strategic Plan (2022-2025) Goal Area 3 targets and indicators with Sustainable Development Goals (SDGs) across development and humanitarian settings, to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results in child protection programmes.
Establish country and regional monitoring targets and benchmarks across the KRCs to demonstrate WCAR’s contribution to UNICEF global resultsCoordinate bi-/annual quality assurance of monitoring and reporting against KRC indicators across all 24 COs in RAMProvide timely data quality assurance, clear indicator definitions and user-friendly methodological guidance for CO and implementing partner / government useWorking closely with Data Analysis colleagues, support the review of prevalence data from periodic household surveys and other national studies to inform analysis; support the review of programme monitoring data to inform any programmatic shifts or required adjustments to the TOCWorking closely with the Child Protection and Social and Behaviour Change (SBC) and team, support the implementation of formative research and baseline surveys to measure transformation and changes in social and gender norms related to the prevention and response to sexual violence and child marriage and promotion of birth registration in development and humanitarian settings.Participate in major monitoring exercises, programme reviews and annual reviews with COs and counterparts to assess progress and to engage stakeholders to take required action and interventions to achieve results.Prepare and assess monitoring reports to identify gaps, strengths, and/or weaknesses in programme management. Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.Produce robust, reliable and meaningful data to measure progress against Key Results for Children, especially KRC5 (Sexual Violence), KRC6 (Child Marriage) and KRC7 (Birth Registration) in RAM for country office and regional use. Innovation, Knowledge Management and Capacity Building
Promote critical thinking, innovative approaches and good practices for sustainable child protection programme/project initiatives through advocacy and technical advisory services.
Keep abreast, research, benchmark, introduce, and implement best and cutting-edge practices on child protection management and information systems. Institutionalize and disseminate best practices and knowledge learned.Contribute to the development of policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects.Capacity Building in Administrative Data Systems:Provide technical advice to key government officials, NGO, UN system and other country office partners on strategies and best practices to influence approaches/policies, support social/economic/political/legal development planning & implementation, and to support delivery of results on child protection, human rights and other related issues.Support capacity building of regional and country level counterparts in administrative data related to child protection, building on UNICEF HQ-led assessments of administrative data systems for VAC, Justice and Birth Registration, evaluation recommendations and findings from the 2018 WCAR Data Landscape StudySupport the development, dissemination and implementation of technical guidance to support COs in WCAR on administrative data capacity strengthening, including information management at national and decentralized levelsIn close coordination with HQ and Cos, support the development and coordination of interoperable information management tools for case management (ex. Primero/CPIMS+/GBVIMS+) and CRVS in line with global strategies and approachesWorking closely with the Child Protection Section, develop Interoperable information management tools for case management and CRVS and accompanying technical guidance rolled out across WCARCapacity Building in Child Protection Results Based MonitoringSupport results-based management capacity building of Child Protection Specialists at regional and country level, to ensure that Results-based monitoring guidance and tools rolled out across WCAR.Support the development and refinement of monitoring tools and guidance to support COs, implementing and government partners, to provide a clear regional contribution towards SP Goal Area 3, that is monitored and reported systematically in RAM and other associated, official monitoring systems.Network with and build partnerships with a range of actors and related to data and information management, to develop a Strong regional network of data and information management focal points for Child Protection.
To qualify as an advocate for every child you will have:
Education:Advanced university degree in relevant disciplines of Social Sciences (International Development, International Relations, Statistics, and Economics). Solid experience in managing and designing M&E frameworks and results-based management in development and humanitarian contexts
Experience:At least eight years of solid experience working for international organization in Child Protection related issues, programme design, monitoring and evaluation, statistics.
Experience working and familiarity in the UN, other international development organization is an asset.
Demonstrated skills in writing and producing succinct, high quality and analytical reports using a range of qualitative and quantitative data.
Demonstrated organizational skills: ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wide range of functions in a multi-cultural environment.
Excellent computer skills: MS Word, Excel, PowerPoint and other presentation or statistical software (ex. SPSS)
Language Requirements:Oral and written fluency in English and French is required. Knowledge of another official UN language (preferably Portuguese or Spanish) or a local language is an asset.
