Job organizational context: In June 2018, the UNICEF Executive Board approved the revised Evaluation Policy of UNICEF. The Policy sets out the purpose and use of evaluation in UNICEF, provides definitions, norms and standards, and outlines governance arrangements and accountabilities as well as performance standards for the evaluation function. It aims to increase the quality, independence, credibility and utility of evaluative evidence for learning, decision making and accountability which, in turn, support better results for children. The revised Evaluation Policy requires an increase in coverage and quality of evaluations. To facilitate the successful implementation of these evaluation, the Country Office is seeking for an additional support to increase its technical capacity to meet its accountabilities.
 Purpose for the job: Under the direct supervision of the Deputy Representative, the Monitoring and Evaluation Specialist is responsible will be responsible to ensure that: (i)  research, monitoring and evaluation activities provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution; (ii) the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies; (iii) the Country Office has quality information to assess progress towards expected results established in annual work plans; (iv) evaluation and research activities led and supported by the Country Office comply with methodological standards as well as organizational policies and guidelines.
How can you make a difference?
Provide technical advice to Country Office on evaluation design and management, support quality assurance, and assist in developing the country office’s capacity on M&E-related matters.
Key functions/accountabilities of the position include the following:
Data and Researches:
 Support the process of ongoing data collection.
Support the process of quality review of Research, Studies and Evaluations and act as a liaison between the Country Office and external review facilities, in close cooperation with the Chief Social policy/PME.
Support the process of PRIME update and preparation of relevant information for Country Management Team meetings.
Assist the development/updating of action plans from researches to ensure they provide strategic direction for programming.
 Reporting:
​Provide technical support and quality assurance for updating of the Results Assessment Monitoring (RAM) module and Regional Headline Indicators.
Undertake capacity building activities of staff to support the monitoring of UNICEF interventions, with special attention to RAM reporting, annual reporting and UNDAF reporting.
Review the country offices’ mechanisms for monitoring the situation of children and women’s rights in the national context.
Evaluations:
Conceptualize and design of the 3 planned evaluations that are managed by the Country Office. This includes liaising closely with key evaluation ‘owners’ from the outset, including Government institutions and programme sections (for programmatic or cross-sectoral evaluations).
Work with the respective programme sections in preparing a dissemination and engagement plan around evaluation findings and recommendations.
Manage all phases of the evaluation process, including the inception, data collection and finalization phases, facilitating – in coordination with programmatic focal points – appointments, meetings and other logistical arrangements.
Organize review workshops, including on emerging findings and recommendations.
Review all evaluation products throughout the evaluation process, solicit external quality reviews through the WCAR quality review facility, and bring any issues of concern to the attention of the Regional Evaluation Adviser and the Country Office Management.
Facilitate the Management Response process, and support programme sections in operationalizing their dissemination and engagement plans. Monitor the implementation of Management Responses.
Liaise with national counterparts, including government and civil society, as well as UN and other development partners, to strengthen demand for high-quality evaluations, build evaluation culture, and manage joint evaluations.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of 8 years of relevant professional experience in
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
