Following the Ebola epidemic, Sierra Leone’s Ministry of Health and Sanitation (MoHS) directed a lot of effort towards strengthening the national Health Information System (HIS). With support from UNICEF and other partners, investment towards strengthening administrative data collection, transmission, analysis and use significantly increased, and the regulatory frameworks and processes for public health facility reporting in the national health management information system (HMIS) were put in place. Available evidence suggests that overall Peripheral Health Unit (PHU) HMIS reporting has significantly improved; however, hospital reporting remains poor. Moreover, data accuracy and data use have remained relatively weak both at PHUs and hospitals levels.
How can you make a difference?
The purpose of the assignment is to provide technical and supply assistance that will upgrade and strengthen the existing paper-based hospital management information system (MIS), assess the relevance of digitizing the system, and if relevant,  scope for and propose an appropriate electronic management medical system that will support evidence-based management decision making, contribute to improvements in quality of care and the overall management capacity of the ODCH as a Centre of Excellence.
The specific objectives of the assignment are to:
carry out an institutional assessment of the requirements for upgrading and strengthening the existing paper-based hospital management information system;
provide technical assistance, capacity building, and supplies (equipment and materials) support to upgrade and strengthen the existing paper-based system and introduce an electronic filing system;
carry out scoping and propose a design for the adoption of an appropriate, sustainable and fully-electronic information management system that includes an electronic medical records system throughout the hospital;
pilot the adopted and approved electronic medical records system throughout the hospital.
The assignment will engage the services of a hospital M&E Officer (x1) and data clerks (x7) for a period of 12 months and an international MIS Specialist (consultant) for a period of seven months. As a team, they will improve the existing paper-based system, introduce an electronic filing system, build human resources capacity and scope for, design and pilot a fully electronic MIS system for the hospital. Basic MIS equipment supplies and such as computers, servers, custom database, furniture and shelves will be provided and training, mentoring and coaching of relevant staffs to operate and maintain the system will be supported.
Specific Tasks of the Consultant
The international consultant will be expected to complete the following:
Assess, design and implement a mechanism that will lead to the upgrade and effective functioning of the existing paper-based hospital information management system. This will include the upgrade and effective functioning of the existing paper-based patient record and the introduction of an electronic filing system that delivers improved access to all medical records within and across all departments of the hospital.
Develop/identify and install an appropriate desktop application database for use in electronic filing by all departments in the hospital.
Develop SOP(s) for the designed and upgraded paper-based MIS system and electronic filing system and provide training and coaching/mentoring of the hospital staff on the SOPs.
Lead hospital MIS human resources and infrastructure needs assessments and support the set up and effective functioning of procured equipment, materials and supplies.
Lead the scoping for and design of a contextually appropriate, sustainable and composite electronic management information system for the hospital which can be fed or linked into the national DHIS. In designing an appropriate electronic management information system, the international consultant would propose a digital identity for the hospital, including the requirements (workflows, processes, human resources, financial resources) for the effective operation of the hospital information management system within the scope of a sustainable information technology infrastructure. S/he will ensure the design digitalizes the entire hospital information system with complete integration of all information systems including ensuring that (where appropriate) all relevant medical devices and services share information. The proposed design should help accelerate the patient diagnosis and treatment process and where appropriate ensure all information about the health of the patient can be accessed with one click, accurately and fully. It should, as appropriate, ensure that radiology images, reports, forms and blood tests get to the screen of relevant health personnel without using paper and film, and that remote specialist consultations and referrals are effectively facilitated.
Develop a costed implementation plan for piloting the proposed electronic medical records and digitalized information management system.
Lead the piloting of the adopted and approved electronic medical records system.
Build hospital human resources capacity on effective record keeping and maintaining a sustainable paper-based and digitized health information management system through training workshops, on-the-job training, mentoring and coaching of the hospital health information management officer (hospital M&E Officer) and other staffs performing tasks related to information management at the hospital.
Lead the development and sustained use of a hospital information management dashboard and initiate through training and nurturing a culture of data use for decision making among the hospital management team.
To qualify as an advocate for every child you will have…
An advanced university degree in Health Informatics, Health Information Management, Health Systems Strengthening, Computer Sciences/Engineering, Information Technology, Public Health or another related field.
Over 8 years of relevant experience of working in health management information system strengthening in developing countries. Previous working experience with UNICEF and/or other international agencies. Experience in Sierra Leone is an advantage.
Professional technical knowledge/expertise in Electronic Medical Records, EMR design, MIS systems costing and plan development.
Professional technical knowledge/expertise in Software Development, System Engineering, Information Systems architecture design and data base management.
Professional technical knowledge/expertise in MIS standards, database management, data protection, security standards, etc.
Experience in MIS project management and rolling out of large-scale MIS systems especially in capacity constraints environment/developing countries is highly desirable.
Human Rights, Gender equality and diversity awareness is an asset.
Additional Expertise/skills:
Demonstrated ability to develop custom electronic database.
Demonstrated ability to work effectively with partners, including the MoHS officials and other stakeholders.
Ability to facilitate strategic discussion and to co-create a common vision among stakeholders.
Ability to integrate, synthesize and communicate complex ideas verbally and in writing, excellent analytical, conceptual and writing skills
IT proficiency.
Fluency in English.
