Purpose of Activity/Assignment:
Background
UNICEF Sierra Leone as the designated Grant Agent for the recently approved Global Partnership for Education (GPE) programme “Getting it right, building strong foundations for learning”, will be responsible for overseeing the implementation of the $17.2 million-dollar grant in collaboration with the Ministry of Education and Basic and Senior Secondary (MBSSE). In line with the Education Sector Plan 2018–2020 the approved programme focuses on improving access to equitable and quality education. The four years programme aims at building strong foundations for learning through increased access to Early Child Development (ECD) opportunities for 3-5-year-olds, improving learning outcomes for children in grade 1 to 3, and strengthening systems for decentralized school monitoring, data collection and management, including the creation of a learning assessment unit.
Purpose and objectives
Under the guidance of the Chief of Education and in close consultation with the education team, the consultant will support UNICEF overall coordination of the GPE programme during the inception phase. The consultant will also provide immediate gap coverage for the Education Specialist reassigned to another UNICEF office, through assisting the Chief of the Education Section to ensure continued engagement with MBSSE and other partners to support improved planning, coordination and implementation of GPE programme.
The key responsibilities of this function include:
Support MBSSE and IPs to develop a GPE sensitization plan, annual work plan with define targets for effective monitoring of programme results;
Provide technical assistance to define early grade learning project design in partnership with CODE and REACH outcomes to ensure results-oriented implementation of the programme;
Support coordination with the other components of the GPE programme and UNICEF Country Programme for effective use of resources;
Monitor programme progress ensuring that results are delivered according to agreed GPE timeframes;
Ensure timely and analytical reporting on programme progress and results;
Close monitor programme expenditures ensuring timely processing of payments to partners as well as liquidation of funds;
Represent UNICEF at REACH advisory group meetings;
Conduct regular programme field visits to assess progress, provide technical support to partners, exchange information with stakeholders and report on critical issues, bottlenecks and potential problems for timely action to achieve results;
Prepare required documentation to facilitate programme review;
Represent UNICEF in external meetings related to UNICEF’s role in Education.
Methodology
The consultant will be full-time and based in UNICEF Freetown with periodic travel to the field as needed. The consultant will work under the supervision of the Chief of Education and specific deliverables will be agreed upon monthly by the supervisor.
Activities, Tasks, Outputs and Deliverables
The expected results of the consultancy will be:
GPE countrywide sensitization supported and its roll out coordinated;
Validated work plan particularly for the early-grade-learning component of the GPE programme;
Validated M&E framework for the early-grade-learning component of the GPE programme including design of the EGRA/EGMA baseline;
Timely implementation and reporting of year one GPE activities, specifically related to the early-grade-learning component.
To qualify as an advocate for every child you will have…
Advanced university degree in one or more of the disciplines relevant to the following areas: Education, Primary Education or Social Sciences fields relevant to International Development Studies;
At least 5 years of relevant work experience at national and international levels;
Excellent interpersonal skills and demonstrated ability to plan and organize work to deliver results;
Previous programmatic experience in Sierra Leone with Government and CSO partners is a strong asset;
Experience working in the UN or other international development organization an asset.
Fluency in English, verbal and written.
