UNICEF Guinea-Bissau has been operational for more than 40 years, with programmes across the following sectors: Child Protection, Education, Health, HIV, Nutrition, and WASH. The current Country Programme was developed in 2015 and will span January 2016 until December 2020.Under this Country Programme, UNICEF Nutrition Program will pursue multi-sectoral interventions with a focus on the first 1,000 days and preventive activities.
Guinea-Bissau has a small but young and rapidly-growing population. The estimated population for the year 2018 is 1.9,916.966 million people(UN projection)), of whom 48 per cent are children (0-17 years old). The country has been urbanising rapidly, with about half the population now living in towns and cities. Agriculture, forestry, fishing and livestock continue to account for about 50 per cent of gross domestic product, prominent with cashew nut cultivation.
Food insecurity is a recurrent threat for much of the population of Guinea-Bissau. A 2017 WFP survey revealed that only 16% of rural households were food secure while 64% were at risk of falling in food insecurity and 20% were in situation of dood insecurity (WFP, 2017). The regions of Quinara (27%), Cacheu (22.2%), Oio (22.5%) were among the most food insecure with rates above the national average. The disparities are more pronounced at sector level with the sectors of Uno (36.7%), Tite (33.3%), Mansoa (32.8%), Komo (32.2%), Boe (31.1%) e SaoDomingos (31.7%) being the most affected by food insecurity.
Guinea-Bissau conducted a national nutrition survey in 2012 using the SMART methodology which indicated that the nutrition situation in Guinea Bissau is critical with 17.5 % of children under-five were suffering from underweight and 27.7 % being stunted. Acute malnutrition (wasting) is affecting 6.5% of under-five children with a range from 9.8% in Bafata region to 3.1% in Cacheu region. Boys are more affected than girls with respectively a rate of 7.4% and 5.6%. There are large disparities in all forms of under-nutrition across the regions of the country. The Regions of Bafata, Oio, SAB and Gabu are the most affected by wasting.
These data should be updated in order to monitor and assess progress towards national and SDG targets. As malnutrition is a significant contributor to child morbidity and mortality and in order to continue monitoring the food and nutrition security situation, it is critical to have quality, relevant and timely information. The National Nutrition Service/ Ministry of Health in collaboration with UNICEF and other stakeholders (coordination group) have proposed to conduct a new national nutrition survey using Standardized Monitoring and Assessment of Relief and Transitions (SMART) method during the months of April-July 2019. The SMART nutrition survey will provide data for timely action, resource mobilization, programme planning including informing the next Mid-Term Review of the Country Programme as well as for long-term monitoring for the government, NGOs and other nutrition stakeholders.
To support an effective planning and implementation of the SMART survey, the service of an international consultant to be coordinating the survey, at L3 level is required for a 105 days period, during which the consultant will accomplish the tasks outlined in the section below.
OBJECTIVE
The general objective of the consultancy is to provide quality insurance and technical support for the design, planning, implementation, analysis and reporting of results of National nutritional, to assess levels of Infant and Young Child (IYCF) feeding practices among the mothers/ primary caregivers of 0-23 months old children in Guinea-Bissau, and to assess also the nutritional status of the women in the reproductive age group (15-49) years.
ACTIVITIES, TASKS, DELIVERABLES AND TIMELINES
The Consultant will work closely with the National Nutrition Direction Service (NNDS), National institute of statistics (INE) and the Nutrition Officer (technical working group) under the direct supervision of the coordination group constituted by the Director of the Nutrition Service-MINSAP, UNICEF Chief of Maternal and child Health, Nutrition and HIV, the Chief of Social Policy and M&E and the Chief of Maternal and Child Health and Nutrition of UNICEF Guinea Bissau.
a. PLANNING
Design the survey protocol based on the information provided including review of population statistics (the National Population Census, 2009), calculate the sample size, select the survey clusters and develop an efficient work plan for the survey;
Determine and document the sampling methods and implement the sampling plan in close collaboration with the National Statistics Institute using.
Develop comprehensive data collection tools (the interview guide, questionnaire, and standardization of anthropometry tools form, calendar of local events, and reference for children with SAM) before the training;
Ensure that all required materials (forms, laptop etc), tools and equipment are ready for the survey;
Ensure that all scales and height boards are numbered. Test and document the standardization of all scales and height boards and a sample of MUAC strips (with standard weight for scales, stick for height boards, plastic tube for MUAC strips)
In collaboration with NNS and MoH/INASA ensure that proper communications are made to local authorities in the selected clusters and on the regional/district level to secure support for the survey and availability of target population for the interviews
b. TRAINING
Ensure the training of the survey teem (Inquirers and supervisors) and nutrition technical and coordination working group members:
Conduct the survey training covering all details in the interviewer’s manual. The survey training should be attended by the task force and the entire survey team
Organize a field test to validate the questionnaire, the work flow, the recording and data entry in an area that is not included in the first stage sample selection.
Ensure the finalization of surveys tools according the feedback from field test;
Organize the deployment of interviewer teams to the different regions of the country with a plan indicating who will work, where and when
c. IMPLEMENT SMART SURVEY
Ensure adequate supervision of each survey team and daily data quality assurance during the entire data collection period
Make periodic supervision visits to the survey teams during their work to ensure high data quality
Ensure the daily review of data entry and data cleaning and analysis and provide prompt feedback.
Document the constraints, difficulties or potential biases identified during the survey implementation process.
d. DATA ANALYSIS AND REPORT WRITING
Analyze and interpret the results of the survey with nutrition technical and coordination working group members using ENA and other accepted software: STATA, SPSS, EpiInfo,…
Complete reports and all other activities timely as per the agreed schedule.
Present preliminary findings/results of survey to the task force and the regional office for review.
Present the survey methodologies and results during the survey dissemination workshop.
Prepare and submit a final survey database and report including recommendations.
Create several copies of survey materials on CD-ROM for archiving.
EXPECTED RESULTS
By June-July 2019, the expected results to be delivered are:
Preliminary report is prepared and the survey results and findings are shared with government and all other key partners
Estimates of the prevalence of acute malnutrition (including bilateral oedema) in children 6 to 59 months
Estimates of the prevalence of stunting in children 0-59 months
Estimates of the crude and under five mortality rates
Assess the level of IYCF practises among the mothers/primary caregivers of 0-23 Months old children
Estimates of the prevalence of malnutrition (low MUAC) in women in the reproductive age group (15-49 years
Power point presentation of the results made during the dissemination workshop
Final report validated by the UNICEF regional office, NNS, MoH and shared with UNICEF Country Office
DATA ANALYSIS
For the planning, data entry and analysis of the data, will be done using ODK (smart phones) or paper based using the ENA application. This software is available on the internet from the following address (http://smartmethodology.org/survey-planning-tools/smart-emergency-nutrition-assessment/)
SUPERVISION AND REPORTING ARRANGEMENTS
The consultant will report to the Chief of Social Policy and M&E and Chief of Mother and Child Health and Nutrition section but will work closely with the SMART task force which comprises of the National Nutrition Service, Ministry of Public Health, INASA, UNICEF, WFP, FAO and National Statistics Institute. For any technical questions on SMART methods, the consultant will liaise closely the Nutrition Information Specialist of the UNICEF West and Central Africa Regional Office (WCARO).
DELIVERABLES, TIMEFRAME AND PAYMENT

Activities:
a. Planning
Elaborate/finalize the survey protocol, and timeline of activities, data collection, final report and presentation of results
Determine and document the sampling methods and implement the sampling plan in close collaboration with the National Statistics Institute using the National Population Census, 2009.
Ensure that all survey forms, phones, materials, tools and equipment are ready for the survey
Finalize the survey tools: the interview guide, questionnaire, and standardization of anthropometry tools form, calendar of local events, and reference for children with SAM before the training.

METHODOLOGY AND ORGANIZATION OF WORK:
Duration: The contract starts upon signature and is to conclude within 7 months (December- end June). Data collection must take place in the middle of school term. 6 months
Management and implementation arrangement:
The selected institution will be working under the overall supervision of the Chief of Education and report to and liaison with the Education Specialist (M&E) of UNICEF on a regular basis regarding the execution of the field work and technical matters.
Payment:
Payment will be based on successful completion and submission of the deliverables.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Applying candidates must have the following qualifications:
Masters Level University training in public health, nutrition or other relevant field of study with
experience in conducting nutrition surveys with SMART methods (at least 5 surveys as principal consultant/coordinator or Minimum of 5 years’ experience in SMART methodology).
Excellent facilitation and training skills
Experience using smart phones for data entry and analysis
Demonstrated skills in survey or evaluation report writing
Demonstrated presentation skills
In-depth understanding of malnutrition from nutrition/public health point of view
Demonstrated skills with statistics analysis software (EPI-Info, SPSS, SAS, STATA or others)
Fluent in French or English. Portuguese will be an asset.
CONDITIONS OF WORK
The International Consultant will be a P3 on SSA contract. As a general rule, the fees payable to a consultant must follow the principle of best value (obtain the desired result at the lowest possible cost). Consultants are therefore required to indicate their fees for the services to be provided. If the proposed fees are higher than the United Nations system fee scale for national consultants in Guinea Bissau, United Nations scales will be applied. The Consultant will be based in the UNICEF office and will carry out field monitoring visits (on the basis of the agreed work plan) using UNICEF transport in accordance with the relevant regulations. UNICEF will not provide the consultant with a computer for the job but will use the UNICEF IT infrastructure to do its work (printers, photocopiers, scanner and Internet). The duration of the contract is 105 days, including a remote work, full-time appointment five days a week. If there is no commentary or corrections to complete, UNICEF will process and deliver the final payment to the consultant.Â
WORKING ARRANGEMENTS
The consultant will work in the UNICEF office with some field visits as per the agreed work plan in collaboration with the SMART technical and coordination group. UNICEF will provide transport to facilitate the work activities.
The consultant must complete all formal administrative requirements by the organization.
The consultant should have his own lap-top to complete the work activities
SUPPORT SERVICES:
Office space, photocopying & printing, supplies, secretarial support.
