Background and Justification
UNICEF has been innovating for children for more than 60 years. The work in this area is supported by an Innovation Unit in New York that supports the organization’s 135+ country offices in finding solutions for the world’s most vulnerable children. The UNICEF innovation work includes both policy and practice of innovation in UNICEF, and the larger UN. UNICEF is engaged in testing and scaling up new partnerships, technologies, and collaborations in some of the world’s most difficult operating environments. UNICEF’s system of innovation throughout the organization includes:
Innovation Unit in New York: to support early stage innovation in UNICEF programmes on the ground and the organization at large through partnerships, technologies, and connections
Innovation Node in San Francisco: to build partnerships with the technology sector, and will help scale social innovation start-ups
Global Innovation Centre in Nairobi: to scale-up and implement proven, successful innovations globally and foster collaboration among entities in the global south
A network of Innovation Labs around the world to bring together the private sector, academia, and the public sector to develop solutions for key social issues, and ensure we are always watching for new ideas from unexpected places.
UNICEF South Africa Country Office (SACO) is in the process of expanding innovation activities as well as consolidating and streamlining existing innovations, including U-Report, which is an open source technology developed by UNICEF globally which allows interaction with young people through social network platform, including Facebook, Twitter, Telegram or WhatsApp.
SACO urgently needs the expertise of an Innovation Specialist to coordinate and facilitate work around U-Report and to provide technical support to each programme team in the design and implementation of their respective Innovation flagship initiative(s), in close coordination with NYHQ Innovation Unit, Global Innovation Centre and Regional Office.
Scope of Work
Under the overall guidance and supervision of the Planning, Monitoring and Evaluation Specialist and working in close collaboration with the Chiefs of Programme Sections and the Communication and Partnerships Section, the consultant will coordinate and support development and implementation of innovation products and processes, particularly for U-Report, to strengthen and improve efficiency and effectiveness of UNICEF’s programming, monitoring and evaluation, as well as advocacy and communication.
Through strong inter-agency collaboration, UNICEF South Africa and UNFPA South Africa have been working together to support the Department of Planning, Monitoring and Evaluation (DPME) in the development of the M&E Framework for the National Youth Policy (NYP). Specifically, UNICEF has leveraged its in-house tools and processes including human resource expertise to deploy U-Report – an innovative social monitoring tool with over 5,5 million global users – to promote youth participation in South Africa;
U-Report aims to empower young people between the ages of 15 to 34 (youth definition according to NYP2020) with access to information, tools and services and to strengthen individual agency to make healthy life choices, so that they can become agents of change in their communities through local networks. U-Report will support the efforts of DPME to collect qualitative and quantitative data from young people through the Monitoring and Evaluation Framework and Theory of Change for the National Youth Policy 2015-2020 (NYP 2020). Youth will also be empowered to monitor and provide feedback on the delivery of the Policy through U-Report; U-Report together with the M&E Framework for the National Youth Policy has been approved by Cabinet earlier in 2018.
U-Report has been successfully launched in South Africa and started to be implemented as planned. With U-Report concept note and action plan developed, U-Report platform and dashboard is now fully functioning. A total of more than 12,000 U-Reporters have been recruited since the commencement of the project in May 2018, and a number of polls have been done in collaboration with the government, UNICEF programme sections and civil society organization, and the poll results have been used to inform programming of these organizations.
To further scale up and accelerate the implementation of U-Report project, the Innovation Specialist, who will be functioning as a U-Report project manager, is required for the office.
More specifically, the Innovation Specialist (consultant) will achieve the following deliverables in coordination and consultation with DPME, other sister UN agencies including UNFPA and other relevant stakeholders:
Monthly poll calendar for U-Report endorsed
The membership of new U-Reporters scaled up (monthly recruitment of new 2,500 U-Reporters)
U-Report integrated into UNICEF Programmes
Evidence generated and used for M&E Framework for the National Youth Policy through U-Report
U-Report Steering Committee established and functioning
Final report approved

Desired competencies, technical background and experience
Qualifications and experiences
University degree in Social Sciences, International Relations, Social Policy, Social Development, Community Development, Information Technology, or other relevant disciplines.
Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation.
Experience in start-up companies/organizations is an asset. Entrepreneurial failures are considered as valuable experience.
Experience in project management and rolling out of large scale projects especially in hard to reach areas in developing countries is highly desirable.
Proven capacity to work with and lead collaborative teams across different locations and with different technical skills
A strong understanding of UNICEF’s mission and vision as well as its programmes through direct or indirect work experience with UNICEF.
Proven ability to manage relationships with partners, including government ministries, youth coalitions, universities, intellectual leaders, UN organizations, NGOs and the private sector
Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
Familiarity with information systems and communication technologies is an asset.

Administrative issues
The work will be UNICEF SACO office in Pretoria with possible visits to the field as required during the contract period.
Conditions
The consultant will use their own computer. Desk and workplace will be provided by UNICEF. In case of travel, UNICEF will be responsible for all travel arrangement, all applicable DSA and vehicles upon prior agreement of the field schedule.
All travel is by most economical fare and reimbursement as per UNICEF policy.
As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
Risks
Key risk is a potential delay in implementation of the U-Report initiative due to the external factors, but the deliverables outlined above are achievable regardless of changes in external circumstances.
