U-Report is a social messaging tool allowing anyone from any community, anywhere in the world to respond to polls, report issues, support child rights and work positively for change on behalf of people in their country.
In 2011 UNICEF launched its flagship youth engagement tool U-Report in Uganda. Since then, U-Report has expanded to 57 countries with over 6.5 million young people registered and interacting via SMS and other digital means. The system enables young people and community members to join the system to become U-Reporters and then speak out on issues they care about.
Currently, U-Report enables enables direct dialogue and feedback with more than 6.5 million beneficiaries in over 57 countries on topics across all sectors, making it UNICEF’s flagship youth and community real-time data and access-to-information platforms. The number of countries implementing U-Report will continue to grow with around 1 million new young people joining U-Report each year and a new Catalytic Fund injection imminent this is expected to grow even faster in order to support priority organisational partner initiatives such as Gen U.

How can you make a difference?
The Specialist is responsible for formulating strategies on how to support key Strategic Plan and Partner initiatives, working with other UN agencies but primarily supporting UNICEF Country Offices in scaling up U-Report for impact to achieve programme goals and support organisational priority initiatives. In particular, reviewing all country office strategies, ensuring they support the Strategic Plan outcomes to the fullest extent, advising offices on improvements and opportunities, coordinating polls across multiple countries to support UNICEF global goals, sharing lessons learned and managing a global community of practice of over 150 employees which is used to connect offices and also as a forum for implementing global directives or requests.
Key functions/accountabilities:
Develop, update and implement guidelines and repositories of information for Country and Regional Offices to use in U-Report strategy creation:
• Update/create guidelines and repositories of information for Country and Regional Offices to use in U-Report strategy.
• Support U-Report coordinated actions across multiple countries simultaneously.
• Support U-Report countries with activation of platforms for their partners.
• Create a scale up support toolkit for Country and Regional Offices.
• Update, maintain and translate U-Report guidelines and assets.
• Provide support on U-Report rollout and uptake of new technologies, platforms and measurement initiatives.
• Monitor and provide best practices and guidance on RapidPro, particularly when associated with a U-Report Guideline or Key Principle.
• Provide day to day support for the Global U-Report Coordinator
Identify, build and nurture strong, long-term collaborations and partnerships to sustainably scale the U-Report platform:
• Write ToRs for partnerships and new services required.
• Identify opportunities and build collaborations Programme Division, PFP, Partnerships, National Committees and others to establish partnerships.
• Provide guidance to country offices to establish partnerships including around Gen U.
• Develop strategies and prepare advocacy and information materials for U-Report for maximum impact and outreach to promote partnership and program awareness; establish partnerships/alliances and support the Global Coordinator to enhance resource mobilization for U-Report.
Provide strategic and technical support to colleagues at UNICEF HQ, RO, Programme Division & ICT and CO colleagues to apply
U-Report:
• Fulfil requests for information from UNICEF HQ and colleagues
• Work with the office of ICT and also the Global Innovation Centre Deployment team to help Country Offices with implementation of the system.
• Support and work with sectors in programme emergencies, cross-cutting and other areas of work to support utilisation of U-Report to achieve programme goals.
• Support and guide country offices to implement U-Report and ensure it caters to local programming needs and reflects that of the young people who will use it.
Knowledge management, capacity building and advocacy:
• In close collaboration with country offices – Identify, extract, manage, package and disseminate best practices, use cases, lessons learnt in appropriate formats for target audiences. Ensure that the quality, consistency and appropriateness of U-Report knowledge products are aligned with UNICEF’s strategic priorities on an on-going basis
• Collect lessons learned from COs and share with U-Report community.
• Support management of U-Report Project Manager community communications
• Regular engagement, knowledge gathering and sharing and capacity building with various offices through regular calls, conducting webinars and trainings, build a repository of toolkits, case studies and other guidance/resources.
• Support Country offices in adopting U-Report Monitoring and Evaluation toolkit
• Document and publish U-Reporters stories and case studies by working closely with regional and country offices.
• Support country offices, advise on how best to integrate U-Report in service of programme results, guide the concepting of U-Report projects, undertake missions.
To qualify as an advocate for every child, you will have…
An advanced university degree (Master’s or higher) in Social Sciences, Public Administration, Humanities, International Development or related area. A first university degree in a relevant field combined 7 years of professional experience may be accepted in lieu of an advanced university degree.
Minimum 5 years of relevant professional experience working in a digital-leg youth engagement initiative with a UN agency or similar, at a country and/or global level.
Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines;
Experience and knowledge in youth development related areas at the international level, some of which preferably served in a developing country, is required.
Able to work independently, remotely and as part of a team, has sound judgment and strong organizational skills.
Has strong attention to detail, excellent documentation capabilities and a track record of producing high quality work for multiple audiences
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
Relevant experience in program/project development and management in related areas in a UN system is an asset.
Experience working with youth groups and civil society organisations
Experience working with web-based platforms
Understanding of UNICEF programmes and experience working with U-Report and RapidPro an asset
Experience in creating or managing content for young people is a strong plus
Ability to travel occasionally to remote locations
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
