The current Country Programme of cooperation is aligned with the Government priorities, the UN Sustainable Development Partnership (UNSDP), and Key Results for Children (KRCs) in the West and Central African Region (immunization, nutrition, learning outcomes, ending child marriage, and ending open defecation). UNICEF main strategies include evidence-based advocacy, system strengthening, integrated programming across sectors, emergency preparedness and response, and innovation. 

How can you make a difference?The consultant will act as the technical focal point and coordinator for the mapping and data components of Giga implementation in Ghana. S/he will interact with the Data and Product Lead at Giga on global school mapping efforts, with relevant UNICEF specialists and national stakeholders, comprising government, development partners and the private sector including mobile network operators (MNOs). The consultant will engage their partners’ respective technical teams, ensuring that the comprehensive data required (e.g. schools’ geolocation; schools’ connectivity status, including availability, speed, type; infrastructure, including electricity grid, mobile/ satellite/ fiber network coverage; and other school, socioeconomic, technology indicators) is obtained. The consultant will also coordinate and execute other required activities to support completion and dissemination of the Giga mapping work in Ghana.

Specific Tasks
The scope of work will include:Working with relevant government stakeholders such as the Ministry of Education, Ghana Education Service, and the Ghana Library Association to collect, clean, classify the required data for Giga mapping (including data related to kindergartens, primary schools, Junior High Schools, Senior High Schools; and other relevant points, such as Ghana Library Association facilities.)
Providing technical assistance (within various fora) and capacity development to the Ghana Education Service team, and other relevant partners, to enhance understanding of and readiness to complete the mapping phase of Giga.Developing new and maintaining existing technical relationships with relevant government, development and private sector partners (including MNOs) engaged in Giga implementation in Ghana.Working closely with relevant programme specialists within UNICEF in Ghana, including those working in the Education sector (particularly the Chief of Education and Education Officer leading on digital learning) to obtain school mapping and connectivity data.Supporting the establishment of data sharing agreements with MNOs and internet service providers (ISPs) and managing relationships to establish and sustain data sharing.Supporting the deployment of the school mapping visualization tool and dissemination of mapping data to key stakeholders and potential partners.Reviewing publicly available datasets and technical analyses relevant to Phase 1 of Giga in Ghana and applying those that can add to school geolocation, school connectivity and regional infrastructure mapping.Project management activities for Giga, including progress reporting, project communications, risk management and documenting lessons learned.

Supervision, reporting arrangements, payment and payment scheduleThe consultant will be supervised by the UNICEF Deputy Representative, Ghana. In implementing the terms of reference, the consultant will work closely with the Youth Entrepreneurship, Innovation and DPG Specialist, the Youth Policy and Programming Specialist, and the Chief of Education and team and other relevant UNICEF staff in Ghana.

The consultant shall receive a monthly payment upon satisfactory submission of monthly deliverables as agreed with the supervisor..
To qualify as an advocate for every child you will have…
University degree, preferably in GIS or data science; alternatively in business administration, management, communications, international development, computer science, software engineering or other related field, with the provision of practical technical experience .
A minimum of  four years of relevant professional experience inFamiliarity working with big data, e.g.: MNOs, Twitter, satellite data sets.Ability to triage effectively between different, fragmented data sets from multiple sourcesAbility to communicate data insights and to translate into programmatic impactProven project management experience; ability to work with multiple stakeholders.Developing country work experience and/or familiarity with emergency is considered an asset.Fluency in English is required. 
Asset:Familiarity working with quantitative and qualitative statistics and government data, e.g.: census, EMIS, location data
Experience in developing and managing relationships with MNOs and ISPsExperience working with software tools, ideally in the phases of adoption and user requirements (e.g. user testing, user interaction)Experience with early stage technical productsDevelopment or government experienceFamiliarity with government structures and ability to independently liaise within government unitsFamiliarity with the UN system and UNICEFExcellent writing skills NB: Candidates should attach a two-page note on how he/she intends to effectively accomplish this assignment within time frame.
