Background and Justification

The fundamental mission of UNICEF is to promote the rights of every child. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favouritism. There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — will not only give all children the opportunity to fulfil their potential but will also lead to sustained growth and stability of countries. Therefore, the focus on equity is so vital: it accelerates progress toward realizing the human rights of all children, in line with the UNICEF Core Commitments to Children and the proposed Sustainable Development Goals, while also supporting the equitable development of nations.

In that respect, UNICEF ESARO is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regards to equality, security, liberty, integrity and dignity of human beings.   Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action.

As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention of and response to GBViE one its targeted priorities in its Gender Action Plan (GAP) 2018-2021. The GAP is integrally linked to UNICEF’s Strategic Plan (SP) and provides a clear programmatic focus on the gender-equitable results that UNICEF aims to achieve across all areas of its SP. UNICEF is also a leading agency in the development of programming and tools related to GBViE, including supporting the development of the Call to Action Roadmap,[1] the implementation of multi-country GBViE evaluations, the implementation of the revised IASC GBV Guidelines (2015), the revision of the GBV Coordination Handbook (2016) and the development of the UNICEF GBViE Programme Resource Pack.

Moving forward, an important aspect on the implementation of ESARO Regional Priorities is knowledge management, in particular, documenting good practices of implementation of programmes that appear promising to yield results and ensuring that programmes are informed by evidence and data analysis.

This consultancy will be critical to ensure ESARO and Country Offices are equipped to map existing relevant data sets relevant to capture GBV prevention, response and risk mitigation information and use these systematically to inform and adjust programmes.

Scope of Work

Goal and Objective:  The overall objective of this consultancy is to contribute to increasing UNICEF’s impact in preventing, mitigating and responding to GBViE through the strengthening of information systems and use of information for evidence-based decision making, action and accountability in East and Southern Africa.

This consultancy contributes to the implementation of the following AWP areas:

Output 1: Enhanced regional environment for at-scale delivery of evidence-informed programmes for the prevention and response to violence against children, and provision of care and legal protection in development and humanitarian contexts.

Output 2: Enhanced country office capacity to design, implement and monitor at-scale quality and evidence-informed programmes for prevention and response to violence against children, and provision of care and legal protection in development and humanitarian contexts.

Activities and Tasks:

The Individual Consultant will be required to undertake the following activities and tasks:

Conduct a desk review of existing programme documents, reports, evaluations and other relevant documents from the ESAR GBViE Programme;

Thorough field visits and/or teleconference with COs, document success stories and good/promising practices as well as how information is collected, used and analyzed and information gaps

Review and map existing internal and external data sets relevant to capture GBV prevention, response and risk mitigation information;

Perform capacity-building to UNICEF Country Offices on methods to collect, analyze and interpret relevant GBV risk information according to safety and ethics standards and best practice;

Support documentation and dissemination of lessons learned and best practices on GBV risk mitigation approaches in the region across sectors;

Based on discussions with relevant UNICEF sections, Implementing Partners and other UN Agencies, design a package of information management products and templates – including dashboards and programme briefs – to support COs and RO to illustrate UNICEF’s supported programmes and impact;

Provide operational support and technical guidance to programme sections and UNICEF-led clusters/sectors on how to integrate GBV risk mitigation considerations into assessments, M&E and related information management platforms;

Provide technical support to UNICEF Country Offices on GBV information management to inform measurement of the Strategic Plan, Gender Action Plan as well as roll-out of the GBViE Operational Guide;

Liaise with GBVIMS/PRIMERO Global Teams to support roll out in selected countries[2];

Conduct assessments on the gaps and opportunities to strengthen linkages between GBViE and CPiE in selected countries and produce a regional report (internal) on gaps and opportunities to strengthen linkages.

Work relationships:  The consultant will work under the supervision of the ESARO Child Protection in Emergencies Specialist and in close collaboration with ESARO GBV and PSEA specialist.

The consultant will work with the Child Protection Specialist on Violence Against Children and with UNICEF led Clusters/Sectors, as relevant.

The consultant will work closely with GBV and CP specialists in selected Countries. He/She will conduct field visits in selected countries and provide remote support as needed to country offices as well as in Headquarters to ensure products and deliverables are informed and meet the needs of COs and are aligned with UNICEF’s GBViE global strategies and priorities.

 Payment Schedule

Interim payments are linked to deliverables according to the deadlines for completion of activities as indicated above. Payment is upon satisfactory completion of deliverables.

Desired competencies, technical background and experience

Advanced university degree in public health, social work, political science, human rights and international law or other related degree, or equivalent programming experience.

At least 5 years of programme management experience, preferably including at least 3 years implementing GBV programming in humanitarian contexts.

Demonstrated experience with GBV case management and its intersections with information management; experience supporting staff in GBV case management, and experience providing case management training a plus.

Demonstrated experience in database development, usage and management.

Fluency in English is required.

Familiarity with MICS and other datasets.

Understanding and application of UNICEF mandates and principles of human rights, equity and gender integration analysis.

Administrative issues

The Consultant is required to be home-based with travel to selected country offices in the region. While the list of countries will be finalized in consultation with the Individual Consultant, it may include Kenya, Ethiopia, South Sudan, Burundi, Kenya, Uganda and Somalia. A total of 7 travels to the above-mentioned Countries (on the basis of a 5 days mission per country) will thus be required to the consultant.

Conditions

The consultant is expected to use his/her own IT equipment (laptop, cell-phone etc.), where operating communication costs – long-distance calls, internet if any should be part of the overall quoted fees (no reimbursement will be applied).

In addition to the daily rate the consultancy will include DSA and travel costs when outside of duty station.

As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary

No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

For international consultant outside the duty station, signed contracts must be sent by fax or email.  Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.

The consultant selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual / institutional contracts.

The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts and the consultancy will be conducted in accordance with the UN Evaluation Group Code of Conduct and ethical standards.

[1] In 2014, UNICEF and other partners were asked to contribute to the development of the Call to Action Roadmap, a critical document aimed at bringing governments and organizations together to prevent and respond to GBV during crises. At the technical level, UNICEF has been instrumental in reflecting the agency-level commitments shared by UNICEF and all key humanitarian agencies to prioritize GBViE and address gaps and challenges in prevention and response.
