I. Organizational Context and Purpose for the jobUNICEF was created in 1946, it protects and promotes child rights and helps children and young people reach their potential, especially the most vulnerable. UNICEF prioritize actions that positively impact the lives of the most vulnerable children, regardless of status, ability or nationality. This includes working with the Government to strengthen national systems to promote social cohesion and equity for all children but also responding directly to humanitarian emergencies. To achieve better results for children and more effectively, UNICEF is expanding the use of Humanitarian Cash Transfer (HCT) modality within the organization. In order to increase household, community and system resilience, Cash Transfer has become a priority area of work under the UNICEF strategic plan, as well as in UNICEF program in Central African Republic.

Job organizational context:Central African Republic is facing a protracted humanitarian crisis fuelled by both political instability and exposure to natural disasters. The consequences of this crisis have been dreadful with an estimated of 2.8 million Central Africans being expected to need humanitarian assistance and protection in 2021, including 1.9 million in severe needs. Recent violence and tensions related to the 2020 general elections, have increased the number of internally displaced population.
According to the Multisectoral Needs Assessment of 2020 carried out in Central African Republic the majority of households surveyed would prefer cash over in kind assistance as a response to meet their needs. In the Ground Truth Solution’s survey interviewing 1,403 people, 74% of respondents felt safe to access humanitarian assistance. According to the same survey, people receiving cash transfers are more optimistic about the possibility of living without assistance in the future (46%). Accordingly, cash assistance has been included as one of the pillars of the Humanitarian Response Plan and the use of this modality will continue to increase for all humanitarian partners, including UNICEF.
Although the use and scale up of cash transfers in CAR faces significant constraints, progress has been made recently. Indeed, the Cash Transfer Working Group has a growing number of active members (including UNICEF) and has been working on several initiatives, including the harmonization of tools, the development of the Minimum Expenditure Basket (MEB) and the monitoring of market prices. UNICEF actively participate in the cash working group and leads the Social Protection Working Group who aims at ensuring proper coordination with emerging Social Protection mechanism in the country.
It is in this dynamic, UNICEF CAR is looking to reinforce the development and integration of HCTs as part of its humanitarian response, and to ensure this is done in coordination with other actors involved in this field, in particular through the development of common approaches with other UN Agencies such as WFP and UNHCR.
In 2020, 6,000 households received cash transfer as part of the UNICEF’s Emergency, Education and Nutrition responses. For that assistance, UNICEF works with 7 implementing partners over 13 sub-prefectures. A dedicated team composed of three people, including a Cash technical specialist and a Cash M&E officer has been settle to support partners, reinforce their skills, and ensure the quality of the program delivered.
Moreover, UNICEF CAR is investing in new technology and is in the process of piloting the Humanitarian Cash Operations and Program Ecosystem (HOPE), a Management Information System (MIS) for cash transfer which would allow to ease the operation of cash for the Country Office and partner.
Purpose for the job:Under the general supervision of the Chief Field Operations, and in close collaboration with the relevant sections, this position will provide strategic, technical and operational assistance to CAR country office to build the office capacity and operational system to use humanitarian cash transfers. More specifically, the position will support any office section and field offices in their programmatic and operational use of cash transfers, as well as represent UNICEF in related HCT inter agency forum.
II. Key function, accountabilities and related duties/tasks
1. Technical and operational support to sections and field offices• Advise the Country Office on UNICEF strategic positioning on the use of cash transfers in CAR, based on best practices, country specificities and partners’ comparative advantages;• Support CO internal cross-sectors HCT related response analysis;• Technically and operationally assist the formulation, preparation and implementation of HCT programs;• Undertake, in close collaboration with CO relevant focal points, including social protection and sectors colleagues, HCT feasibility;• Collaborate with sectoral and cross sectoral program officers to ensure that HCT programs are coherent with UNICEF’s country program and its Core commitments for Children;• Ensure operational linkages between UNICEF cash assistance and relevant UNICEF sectors, including the Rapid Response Mechanism;• In close collaboration with the M&E and IM teams, ensure the establishment and implementation of a sound monitoring and evaluation system for the HCT programs, including an effective post-distribution mechanism;• Ensure field visits are done to monitor and assess program implementation and decide on required corrective action;• Coordinate with the Operations financial service providers (FSP) focal points any new requirements for FSP uses;• Ensure Accountability to Affected Population (AAP) is streamlined across the HCT program implementation cycle with attention to information sharing to beneficiaries, community inclusion in program implementation, complaints and response mechanism and continuous learning;• Develop, review and maintain work plans with time frames and deadlines for key activities, based on changing and emerging needs, and ensure that standard operating procedures are developed.
2. Coordination and inter-agency representation• Liaise and work closely with UN Common Cash System focal points from other agencies to identify complementarities and operational synergies;• Represent and advocate for UNICEF strategic positions on Humanitarian cash transfers in HCT related cash coordination forum such as cash working group, clusters, ICCG;• Provide oversight to HCT related formalization of external partnerships, including with WFP, UNHCR, OCHA, World Bank, CaLP etc.
3. Operational & administrative management• Foster closely coordinated partnership with the implementing partners (and other interested partners) and support IP on strategic planning and areas for innovation and improvement;• In accordance with the UNICEF HACT and CSO guidelines, develop Program Documents with partners;• Elaborate annual budget requirements and monitor Grants to ensure funds are allocated and utilized as per the proposal and donor agreements;• In coordination with concerned UNICEF departments, develop a donor strategy and prepare concept notes and proposals;• Prepare program reports required for management, donors, budget reviews, program analysis, annual reports, etc.
4. Policy and quality insurance• Conduct regular operational analysis of the programs, identify areas of weak performance, bottlenecks, and identify solutions such as design improvements, additional trainings and technical support;• Oversee the coordination of HCT related office tools such HOPE, GRM etc;• Liaise regularly with RO, HQ cash focal points, through established coordination mechanisms to ensure follow-up actions at the respective levels are taken;• Disseminate UNICEF HCT related policy, guidance and tools as well as inter-agency strategies and operational guidelines;• Coordinate and support HCT verification of payments in close collaboration with the M&E unit and the Harmonized Approach to Cash Transfers (HACT) focal point;• Document field experience including new models of implementation, programmatic approach, joint program, inter-agency coordination efforts;• Work in close collaboration with program and operations focal points to update office HCT related risk registry and risk mitigation measures;• Ensure all applicable HACT risk management measures for HCT are implemented.
5. Oversight of the office cash Team• Provide oversight and technical guidance to team members under his/her supervision;• Ensure that staff, consultants and standby partners are aware of individual and collective responsibilities in accordance with UNICEF’s policies and procedures;• Ensure the completion of evaluations of staff under supervision;• Inform staff of any new initiatives/policies/procedures that affect the work of the unit;• Maintain a healthy, respectful work environment that is conducive to staff well-being.
III. Impact of ResultsThis position will scale up and develop qualitative HCT among UNICEF sector, develop innovative approaches with high impact and reinforce key stakeholders skills and capacity.

V. Recruitment Qualifications
Education:An advanced university degree (Master’s or higher) in international development, social sciences, public policy, public health, or relevant field. Experience:A minimum of five (5) years of relevant professional experience in the design, implementation and management of humanitarian cash transfer project/programmes.Previous research experience on humanitarian programming is desirable.Ability to work independently and respond to feedback in a timely and professional manner.Experience in emergency programme implementation.Demonstrated knowledge in the use of cash in emergencies.Familiarity with UNICEF programming in emergency contexts preferred.Experience in multi-stakeholder co-ordination and facilitation.
Language Requirements:Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
