To support the SNNP Field Office (FO) in education in emergency coordination and management across the Emergency Hot spot zones in SNNPR with a special focus on Gedeo zone of SNNP Region.
How can you make a difference?
Key Areas of Accountability
Under the guidance of FO Education Specialist and Chief of Field Office, the EiE TA will contribute to the acceleration of the education in emergency response, supporting effective EiE communication, advocacy, coordination, planning, implementation, monitoring, management and resource mobilization as required. The EiE TA will be responsible for the following:
Education Cluster (coordination and IM) support
Under the guidance of the Education Specialist, gather data on educational needs and coordinate the Education in emergency response in the entire SNNPR region with special attention to Gedeo, with Regional Education Bureaus, Woreda Education Offices and Education Partners.
Review existing data/information management systems in terms of content, format, reliability, processing, analysis, reporting capacities and use for informed decision making.
Work with relevant authorities/stakeholders/cluster to streamline data collection and utilize one information system (e.g. 5Ws).
Assist implementing partners at regional and/or zona/woreda level to provide timely education data and information.
Regularly compile and provide quality and comprehensive education in emergency input (e.g. FO weekly/biweekly SitReps; cluster 5Ws).
Support the overall coordination of SNNPR and/or Zonal education cluster such as the Gedeo Zonal Education Cluster, under the leadership of education bureau and its decentralized structures. This TA will act as the Education cluster coordinator in the SNNPR region as well as Zonal Education cluster coordinator with a special focus on Gedeo.
Support the organization and running of regional and sub regional cluster meetings, ensuring that action points are recorded, shared and properly followed up in a timely fashion.
Ensure effective communication, reporting, engagement and coordination between the federal and SNNPR education cluster
Support the development and analysis of periodic education needs assessments, particularly joint needs assessment and harmonized assessments
Work with the education sector to advocate and communicate the role of EiE as life-saving and life-sustaining.
Support linkages and coordination with Education Cluster among other sectors and clusters; work to ensure strong linkages and coordination with different sectors, specifically with WASH, Child Protection and DRMFSCO (regarding potential WASH in Education and school feeding support etc.).
 UNICEF EiE programme support
Ensure the EiE response at the region/zone/district/woreda level is in-line with the regional and national cluster plans, and regional DRM returnee and relocation response plan.
Building on the Education sector Gedeo Returnee Response Plan, the upcoming Education needs assessment report, facilitate further reflection and discussion to fine tune UNICEF’s contribution to the SNNPR Education in Emergency Response and develop clear advocacy messages and plans
Working with the Education Specialist and colleagues in the ECO, coordinate the development of the UNICEF EiE strategy for SNNPR.
Provide technical support on CPiE and GBV (particularly drawing attention to school-related gender-based violence – SRGBV) to strengthen EiE and CPiE coordination & response.
Provide EiE technical support and quality oversight to the EiE response.
Oversee and monitor the existing EiE response, identifying opportunities to scale-up and improve the quality response.
Identify opportunities to promote safe and relevant learning opportunities through strong partnerships and inter-sectoral linkages to enhance physical, cognitive and socio-emotional well-being of children.
Create/strengthen linkage between IDP school/temporary learning spaces/sites and host-community schools to promote technical and resource sharing.
Ensure that the minimum standards for EiE and humanitarian response are maintained in accordance with the INEE Minimum Standards, CCCs and Sphere standards, etc. ensuring convergence and multisectoral response with other sector responses such as WASH, Health, Nutrition and Child Protection.
Provide technical inputs in a timely and efficient manner on emergency supply related items. Follow up closely on their utilization and report to UNICEF SNNPR team.
Provide input/feedback on concept notes and proposals to support EiE fundraising.
Provide oversight to the educational in emergency partnerships (PCAs etc.) developed under the Government of Netherlands programmes etc.
Accountability to affected-communities
Ensure emergency-affected community members (including children and adolescents) actively participate in assessing, planning, implementing, monitoring and evaluating the education programme.
Support and ensure local community resources are identified, mobilized and used to implement education programmes and other learning activities.
Conduct affected-population/children consultations and produce reports and case stories in relation to the emergency, coordinated with relevant technical colleagues.
 Capacity building
Work closely and building the capacity of the regional education bureau and its lower level structures.
Identify EiE learning and training opportunities.
Provide technical oversight and assist the facilitation of EiE training and emergency related capacity building initiatives for regional, zonal and woreda level experts/EiE focal persons.
Utilize and update (if needed) Ethiopian contextualized INEE Minimum Standards (2013) at Regional-level.
As required
Any other EiE-related activities, in discussion with the Education Specialist, Chief of Field Office in Hawassa, the Education in Emergency Specialist in Addis Ababa and the Chief of Education in Addis
Reporting
The EiE TA will be supervised by and directly report to the Education Specialist under the overall guidance of the Chief of SNNPR FO.
Expected Deliverables
An Education in Emergency needs assessment report developed in consultation with the Education Cluster.
Well-articulated UNICEF’s contribution to the Education in Emergency Response Plan
Well-articulated UNICEF’s Education in Emergency Response Strategy
Clear and well-articulated UNICEF Advocacy messages for EiE in the SNNP region
Prepare timely and comprehensive reports in compliance with internal requirements:
1) Weekly/Biweekly EiE SitRep
2) Monthly progress reports (including summary of progress, identification of key challenges, bottlenecks and recommended actions to be taken)
3) Field monitoring reports (from schools and temporary learning centers/sites)
Support local education cluster coordination meetings and attend any relevant coordination meeting at regional, zonal and woreda level, and ensure:
1) Circulate minutes/documentation (highlighting any action points)
2) Maintain the Education Cluster 5W matrix
Submit a final written report at the end of the assignment, inclusive of an annexed handover note.
To qualify as an advocate for every child you will have…
University degree, preferably an advanced level, in a subject area of educational planning and management, educational leadership, or any other relevant social science.
At least 5 years progressively responsible humanitarian and development work; showcasing experience with UN Agencies and/or INGOs and with different levels of the education sector/system.
Experience of and commitment to working through systems of community participation and accountability.
Good knowledge of (and ideally experience in) using established inter-agency standards and guidelines in EiE, such as the INEE Minimum Standards.
Experience assisting or facilitating trainings is desirable.
Experience and understanding of the cluster system are desirable.
Formal training in cluster information management and emergency response is desirable.
Experience in development and use of a database (e.g. monitoring and evaluation system) is desirable. Strong Microsoft Excel skills recommended.
Fluency in written and spoken English and Amharic a must.
