How can you make a difference?

Under the guidance and supervision of the Resource Mobilization Manager, the Programme Specialist – Donor Relations – will be responsible for donor reporting and contribute to donor recognition efforts in support of maintaining and strengthening existing Government and National Committee funding partnerships. In addition, the staff member will support the fundraising efforts of the office through support to donor profiling and elaboration of key products such as briefs highlighting under-funded areas.

 

Summary of key functions/accountabilities:

Result: UNICEF Afghanistan office has a well maintained and updated knowledge base on the aid environment in the country including specific donor interests, assistance frameworks for Afghanistan and funding trends to support informed and strategic donor outreach and engagement:

• Review donor assistance frameworks and policies in Afghanistan;
• Maintain updated donor profiles;
• Provide updates on developments in financing for UNICEF relevant sectors;

Result: Funds are mobilized to fill urgent funding priorities to support regular and humanitarian interventions:

• Support the development and review of funding proposals, concept notes, fundraising brief, proposals and other products as relevant;
• Maintain donor proposal tracking sheet and follow up on pledged funding;
• Provide regular summaries of urgent funding needs for both the humanitarian and development programme consolidated for the office across all programme sections;

Result: Relationships with existing Government and National Committee donor partnerships are maintained and strengthened:

• Work with programme colleagues to ensure timeliness and quality of donor reports. This includes gathering of information, consolidation, editing, layout and branding of all required reports for contributions. In reviewing the reports, ensure compliance with donor requirements, quality of data and systematic-results based reporting.
• Liaise with donors on reporting questions, contractual agreements and meetings; (including liaising with HQ as necessary);
• Support the organization of donor events;
• Facilitate the negotiation and processing of grant extensions;
• Maintain donor reporting schedule and ensure timely submission of quality donor reports including oversight and assurance on report content;
• Liaise with communication and programme section and zonal offices to support donor recognition initiatives;
• Elaborate quarterly donor newsletter;
• Support in the elaboration of briefing notes and materials for donor meetings / annual consultations;

Result: Improved functioning and capacity of the office and staff in the area of donor reporting leading to improvements in quality and timeliness:

• Provide feedback to section colleagues on donor reporting including bilateral coaching;
• Organize group training sessions for zonal and central level colleagues on donor reports;
• Support the elaboration and operationalization on SoP linked to donor reporting.

 

To qualify as an advocate for every child you will have…

Education: Advanced university degree in Social Sciences, International Relations, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines is required.

Experience: Minimum of 5 years of professional experience in a relevant field such as in donor relations; resource or project management, or external relations is required. Specific experience working with the international community would be an asset.

Language: Fluency in English and another UN language (IP) / local working language of the duty station (NO).
