Background
Over the past few years, the UN has increasingly been engaged in pushing forward the agenda for Protection from Sexual Exploitation and Abuse (PSEA). Most recently, in 2017, in its Report on Special Measures for Protection from SEA, the Secretary-General announced “a new approach”, which put victims’ rights at the center of the UN response to SEA. A Victims’ Rights Advocate was assigned as Assistant Secretary General, and field VRAs were deployed in four peacekeeping missions (South Sudan, Haiti, DRC, and CAR).
UNICEF globally has a front-line role and accountability in providing assistance to children victims of SEA. In 2016, UNICEF’s Executive Director provided dedicated funding with a view to set up systems to address SEA at regional level and across several countries including within the West and Central Africa Region. With the support of these funds training and monitoring tools were developed, and advocacy was led on key PSEA issues, particularly on SEA victims’ access to justice and on a victim centred approach to investigations involving child victims of SEA.
In 2018 UNICEF’s Executive Director took over the role of IASC Champion on SEA and Sexual Harassment, this leading to a number of initiatives including the reallocation of 7 % set aside funds for PSEA work in 15 humanitarian contexts, including 4 countries in WCAR region. Since, an independent review of UNICEF’s work on PSEA was conducted, this leading to the development of an institutional Strategy on PSEA (issued in January 2019), a PSEA implementation framework, and policy and guidance tools. UNICEF contractual agreements have also been reviewed to include stronger clauses on PSEA requirements for implementing partners.

How can you make a difference?

Objectives
The purpose of the consultancy is to provide critical technical support to West and Central Africa country offices (COs) in the field of Protection of Sexual Abuse and Exploitation (PSEA), and the development and implementation of PSEA plans. The consultancy aims to ensure that COs across the region have the require capacity and skills to prevent and respond to sexual abuse and exploitation in line with global guidance.
The primary focus will be on the 4 countries (Mali, Central African Republic, Nigeria and Democratic Republic of Congo) that have been identified as critical for PSEA in the region and which have received dedicated funding from the UNICEF’s Executive Director in 2018. However, it is expected that the consultant will also provide support to other Country Offices (COs) depending on their needs and based on lessons learned and best practices from the four priority countries.
The consultant will ensure that all COs in the region implement a set of sustainable measures to prevent and respond to SEA, that are embedded across COs´ sectors and within broader programmatic responses for vulnerable children. He or she will also be responsible to feed country experiences and analysis on PSEA into UNICEF´s broader policy and practice.
While at least 75% of the consultant’s time will be dedicated to PSEA, the consultant will also support the Child Protection in Emergency Specialist in the fields of Transitional justice (Mali and CAR) as well as juvenile justice, for the reintegration of children associated to armed groups in counterinsurgency strategies.

Scope of work
The consultancy will focus on Protection from Sexual Exploitation and Abuse. Additional technical support will be given to the WCARO on Transitional Justice, and Justice for children in counterinsurgency contexts. It will entail the following key activities:

Support Country Offices in the operationalization of PSEA measures that include internal capacity on PSEA, reporting, prevention, and response to SEA allegations.
• Ensure all COs in the region develops and implements basic PSEA Action Plans and facilitate the monitoring of their implementation by the Regional Office.
• Support the building of a sustainable body of work on PSEA (case closure criteria, legal system assistance for victims etc.), provide tailored technical support and closely monitor activities in the 4 WCAR countries that have received 7 % set aside funds in 2018
• Support WCARO’s reporting and documentation process on SEA allegations as needed.
• Ensure, with Country Offices, that regular monitoring of all identified PSEA cases is effective in accordance with UNICEF’s PSEA guidance and mechanisms.
• Organize a meeting of PSEA Focal Points from all Country Offices in WCAR region, to build consistent and sustainable PSEA actions in the region.
• Organize a meeting in Dakar with PSEA dedicated staff from the Regional Offices of relevant organizations, to share practices in establishing sustainable PSEA measures within these organizations, including support to Implementing Partners.
• Organize an interregional meeting of the PSEA/GBV based in UNICEF Regional Offices, to share practices in the regions and build consistent, sustainable and more effective PSEA work in UNICEF COs.
• Liaise closely with UNICEF HQ on policy developments on PSEA at global level, and feed country-based experiences into HQ’s policy and guidance on PSEA.
Support WCARO in the provision of technical transitional justice mechanisms (Mali and CAR) as well as in policy development and advocacy interventions regarding justice for children, particularly in counter terrorism contexts (Nigeria)
• Provide support to the child expert deployed at the Mali Truth Commission & Conduct research on experiences of reparations targeting/benefitting child victims.
• Support the design of a technical support project on children for the Special Court in CAR.
• Support legal/thematic/comparative research and analysis in order to provide technical advice and support to COs about children’s rights in counterinsurgency context.

Deliverables and Schedules

Timing:
The Consultancy is expected to start mid of April for a period of 11 ½ months. The starting date can slightly be adjusted upon request and prior approval from the two parts. The duration of the consultancy is not expected to be less than the proposed period.

Reporting Requirements
– The consultant is expected to provide monthly progress reports delivered within 5 days of the end of every month (English version)
– Reports following each trip mission should be submitted no later than 15 days after the end of the mission (English version)
– A final report should be submitted within a month following the end of the mission (English version)
– 3 separated online folders regarding PSEA, Transitional Justice and Children associated with violent extremism groups should be created and kept up to date

Administrative Issues
The consultant will report to the Child Protection Regional Advisor and will work closely with the Regional CP in Emergencies Specialist and with the Child Protection Systems team, to strengthen and assure the linkages between CPiE programming and PSEA, as well as the linkages between CPiE programming, the MRM, transitional justice and justice for children.
The assignment is home based but it is expected that during the consultancy the consultant will carry out no less than 5 field visits with a focus on priority countries (CAR, Mali, Nigeria, DRC and Dakar).
All equipment required for this consultancy (laptop, SiM Card, printer etc.) will be provided by the consultant. UNICEF will however ensure that the Consultant has access to an office during missions.

To qualify as an advocate for every child you will have
• Advanced university degree, preferably in the social sciences, political science, law or other relevant field
• Minimum of 8 years relevant experience working in emergency contexts preferably with the UN or NGO at national and international levels, in the areas of human rights and the protection of children’s rights in situations of armed conflict; field experience is essential.
• Strong technical background/familiarity with UN policies on Protection from Sexual Exploitation and Abuse, with international legal standards and guidelines on GBV,
• background with relevant field of expertise related to transitional justice & administration of justice especially within counterinsurgency contexts

Ability and willingness to travel to emergency countries in the region for up to 30% of the duration of the assignment.

• Fluency in French and English (verbal and writing) is required.
