Background
UNICEF is funded entirely by voluntary contributions. UNICEF’s work in Niger would not be possible without the sustained commitment and generous contributions received from its committed funding partners. To publicly recognise these supports and respond to our donors’ visibility requirements, Niger Country Office plans to produce all over the year a series of high quality multimedia materials to highlight the support provided by its donors and raise awareness and generate increased support in the country. The materials should highlight the progress achieved through the funding support received by the Country office.
Also Niger continues to face simultaneous emergencies that are stretching the capacities of the government and humanitarian partners to respond adequately. Children in Niger face malnutrition, recurrent disease epidemics and outbreaks, cyclical floods, drought and displacement. The situation is exacerbated by instability in neighboring countries, resulting in an influx of thousands of refugees, returnees and migrants, all needing access to basic social services for survival. The issue of migration has taken a new dimension with the evacuation of refugees and migrants from Libya to transit countries, including Niger. To support UNICEF’s funding appeals and highlight UNICEF and partners efforts in humanitarian responses, there is a need for UNICEF to document on a regular basis both the situation and the responses.
In this framework, Niger Country Office requires the services of an International Professional Videographer & Writer to produce a series of multimedia materials (video, photo and Human Interest stories), driven by compelling storytelling that will engage national and global audience – including donors. These materials will be used by UNICEF’s internal and external partners across various platforms at national, regional and global levels.
Purpose
The overall objective is to set up a roster of pre-approved Videographers (consultants) with agreed, when-actually-engaged fees and terms of engagement. This will also help UNICEF to contract their services to document UNICEF’s activities in the field on an “as needed” basis, to share with stakeholders at the national, regional and global level, and to use as an advocacy tool.
Major Assignments/Tasks
The tasks will be divided into three phases based on requirements of the project:
Pre-production: Discussion, conceptualization, planning/storyboarding, building narratives and scripts, writing production plans, shooting schedules, etc.
Production: Film on site in agreed locations.
Post-Production: Editing and final packaging. This includes developing the required deliverables as indicated below.
The consultant should:
Keep in mind culture, gender and other diverse sensitivities as per UNICEF guidelines. The video/footages should be usable for diverse audiences and have universal appeal;
Ensure effective and efficient provision of services, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made;
Ensure dignity of subjects, particularly in the context of children and vulnerable groups, including people living with or affected by HIV;
Ensure consent forms are signed by children and/or guardians as per UNICEF guidelines; Ensure all footage should be cutting edge and meet latest, competing technical standard; Conduct all work independently, in accordance with professional standards. This includes working from their own office and using their own hardware and software equipment.
Deliverables
Highest broadcast quality video/audio and copies in multiple formats Final editable files: Split track audio (natural sound on one track, voice and music, if any, on the other track) should be submitted. Wide variety of b-rolls and selection of the best shots and interviews for each of the packages Cut stories and/or documentaries of agreed length Scripts, video logs, consent forms, or shot list (where required)
Payment:
Payment is linked to receipt and satisfactory acceptance of deliverables. Travel will be covered by UNICEF as per UNICEF’s rules and regulations on consultant travel. More details on travel and travel entitlements will be discussed with the successful candidate.
Duration:
The duration will be determined on a need basis and a contract for the consultant will be raised for the period in which he/she is needed.
Work Relationships
The Consultant will be supervised by the Chief of Communication. The consultant shall have regular interactions with the Communication Chief and other communication staff at the various stages of this consultancy to assess the situation/assignment; agree on the process and clarify the deliverables; and track the progress.
Qualifications and Experience
Degree in communications, arts, media, visual art, photo/video journalism, or any relevant field and/or internationally recognized certificates in videography;
Minimum five years of experience filming and editing high-quality footages;
Experience taking photographs for large, high profile media agencies, International Organisations, development projects, etc.;
Work experience with UNICEF or the UN an advantage;
Skilled in cutting edge videography styles, editing tools and software;
Experience in digitizing and video streaming for the web and social media;
Familiarity and experience in special effects, 3D and animation is an asset;
Creative mind and storytelling skills an asset;
Available and willingness to travel to Niger;
Familiarity with UNICEF’s new branding strategy and guidelines is an asset;
Ability to assimilate and communicate complex visual messages in an engaging and child-friendly manner;
Ability to shoot videos and edit materials from a culturally sensitive perspective;
Experience working in South Asia, and knowledge of development landscape in the region is desirable;
Willingness to work in a professional manner, including observance of UNICEF guidelines for ethical reporting on children;
Fluent in English and French;
Professional work ethic, integrity, and initiative
