METHODOLOGY
The consultant is expected to work on the following:
Assist Program Director in all standard as well as ad hoc duties and aspects of work related to coordination and supervision of administrative, technical and communication activities necessary for successful program planning and implementation. This includes organizing and coordinating activities between parties involved in the program, cooperating closely with all relevant officials in designing and implementing program activities according to program documents in the best way to accomplish maximum benefit and positive impact, ensuring accurate and timely reporting and facilitating program auditing.
Support the program director in planning, implementing, evaluating and applying improvement requirements in all program activities carried out by program team, partner agencies, outsourced taskforce consultants and firms working under multiple program sectors.
Make sure necessary capacity building is provided to employees and government staff and that required hiring of additional individual or firm team members is handled where necessary.
Lead individual as well as firm consultant teams working in monitoring, evaluation, field research, information systems and information technology and provide instant support under any other of ad hoc nature.
Work in close coordination with program Database Administration Specialist, Applications Development Specialist, GIS Consultant, Field Operations Specialist, Grievance and Complaints Specialist, Finance and Logistics Specialist, Procurement Specialist, Capacity Building Specialist, Communications Specialist, Conditionality Officer, Disability Officer, as well as all consulted firm staff implementing work under the program.

PAYMENT
  • Provide overall management for the design and implementation of the program’s M&E system; serve as the focal point for all monitoring and evaluation related work; and be the primary M&E resource to donors, partners and beneficiaries.

 

Monthly payments based on monthly reports  validated by MOSS

  • Develop program M&E guidelines, including a results framework, detailed indicators and data collection arrangements, M&E responsibilities, M&E timeline, and budget.
  • Conduct regular visits to program sites to carry out proper monitoring of program activities, verify the achievement of outputs and outcomes, and ensure compliance with operational procedures.
  • Regularly review indicators and data collection process and ensure it is functioning well in all activity locations; perform data quality assessments and make adjustments as needed.
  • Develop regular progress reports for, and closely communicate with, implementing partners to ensure proper reporting on key inputs, activities, outputs and outcomes. Incorporate all in regular program progress reports, while  making sure all relevant verification documentations are properly retained by program for donor/stakeholder auditing purposes.
  • Report M&E information obtained through MIS system to various external stakeholders as needed (e.g. briefings, summaries, presentations, etc) and contribute to the drafting of policy notes, case studies, and results briefs, etc. to enhance the dissemination of lessons learned as well as content and stories about the program’s achievements.
  • Lead partnerships with third party researchers and research institutions; assist in designing and managing request for proposals for evaluation studies; and coordinate field monitors and/or independent monitoring, evaluations, and/or review assignments as needed.
  • Serve as a resource in ensuring researches are methodologically rigorous; clearly report concluded research learning and improvement findings; and make sure they are incorporated in decision-making cycle strategies, planning, continuous programmatic calibration.
  • Lead MoSS in preparing and finalizing the scoping document/technical specification documents for management information system including the overall IT procurement documents (software, hardware and networking) in compliance with the Bank’s procurement guidelines.
  • In coordination with PIU staff, lead and supervise outsourced IT firm’s design and development of Program’s Management Information System with high data quality and information integrity standards across program’s CCT programmatic various implementation phases of registration, payment, conditionality, case management, grievance redress and reporting.
  • Oversee the development of data utilization strategy, validation procedures and action plans in coordination with all program implementation partners, and develop guidelines and procedures in conjunction with the PIU and other hired consultants for efficient and secure data sharing with any program components or partner entity programs using or linking to the MIS.
  • Supervise and monitor the MIS development activities firm to ensure that the system is being designed and developed in accordance with the agreement with the World Bank (WB) technical team and in line with the best international quality assurance practices and methods; and liaise WB review mission planning, implementation and findings follow up accordingly.
  • Manage the integration between the program’s M&E system and MIS rationale, develop and test all program generated data collection and reporting instruments according to the needs of the M&E Plan, and ensure that key program indicators are captured through Program’s Management Information System;
  • Support the friendly use and implementation of MIS automated applications for capturing and reporting on required program processing data and information, and ensure monitoring activities are conducted on schedule.
  • Lead MoSS in organizing trainings and capacity building programs to effectively use the MIS for processing program’s activities in accordance to a clear learning plan for Ministry staff who will be working with the system.
  • Assist in establishing, and leading program’s MIS linkage to the Unified National Registry country initiative aimed at supporting the consolidation of SSN programs, and facilitate coordinated targeting and delivery mechanisms to broad MoSS programs.
 QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
Required Experience
Education
Masters degree in social science studies, development studies or other relevant disciplines, with strong social protection programs background and proven work experience in monitoring, evaluation, information technology and information systems development and management.
Work Experience
No less than 15 years work experience in monitoring, evaluation, research, information technology and information systems management.
Exceptionally outcome oriented and has extensive experience and strong understanding of designing quantitative and qualitative monitoring, evaluation and management information systems and tools in social protection schemes
Extensive experience in data analysis in development, professional use of social sciences data analysis software like SPSS or MS Access or others, use of data collection appraisal methodologies and tools as well as designing of data management analysis systems;
Experience in leading and managing work teams and demonstrated ability of communicating technical issues effectively and persuasively, interpreting complicated data in simplified and user-friendly presentations;
Demonstrated capacity on donor reporting by ensuring the accuracy and reliability of the data reported in program documents, preparing reports on M&E/MIS findings to management, stakeholders and donors, highlighting relevant areas of concern, documenting best practices, accountability and learning.
Language Proficiency

CONDITIONS OF WORK
 The consultant will be seconded at MoSS with field visits to governorates whenever required.
