Consultancy for Technical Support for developing a MEAL Plan and institutional monitoring mechanism for UNICEF Egypt (5 months)

METHODOLOGY
This consultancy will conduct meetings with Heads of Sections and their relevant staff members, especially from the Education, M&E/MIS, Child Protection, Health & Nutrition, Private Sector Partnership, Communication for Development and External Communications. The consultancy is also expected to directly connect with Papyrus and the UK FCO to ensure that the level of expected M&E mechanism is being developed within UNICEF Egypt.
The consultancy should refer to and utilize the Theory of Change (TOC), M&E Framework, and Risk Matrix of the UK-funded project that will be updated in June 2019.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Key activities will include the below:
 Provide an inception report of the expected activities along with its specific methodology and timeline;
Provide guidance to all relevant UNICEF Egypt staff members regarding MEAL plan
Hold a workshop to UNICE Egypt on what « robust MEAL plan  » entails;
Collectively review the project (updated) TOC, Log frame, and the Results Framework;
Review of UNICEF Egypts’ internal capacity (HR and functions) that will enable a sustainable MEAL plan
Deliver a thorough review of the internal capacity of UNICEF Egypt in relation to MEAL and UNICEF’s accountability for adequately monitor, evaluate, learn and update activities for the project. This process will be conducted by meeting with the relevant staff members within the office;
Propose ways to strengthen UNICEF Egypts’ capacity for operationalizing and sustaining the MEAL plan
List the recommendations on how to strengthen the M&E system (both HR, organizational structure and database) that will enable a rigorous accountability mechanism to track the trajectory that interventions are having under this project/in the target governorates. The expected proposal on the MIS systems is expected to include the scope of organizational capacity as well as overall monitoring of data flow for data collection and analysis at the performance level;
Develop an Indicator Matrix (in line with the Log frame) i.e. a Performance Monitoring Plan (PMP)
Develop the matrix in close consultation with the team leads –  for each level of indicator (impact/outcome/output), potentially to include details such as:

Develop a MEAL plan (approximately 5-8 pages)
Develop the MEAL plan together with the relevant staff members through meetings, including connecting with Papyrus who provides technical insight over the UK-funded project;
Identify headings to be included (split by monitoring/evaluation activity)
Reflect Mid-term Review and end line evaluation/assessment
Confirm the key actions/purpose/specific activities/methods tools/responsibility/timing/reporting / any specific MEL indicators and guidance on using them.
Ensure to reflect-learn-adapt spaces/opportunities to be built-in/Reflect adaptation mechanism, how, which format, how to be approved and added to a new updated framework, when to and not to update or initiate revision of existing framework.
Reflect guidance on needed actions to review and update VFM framework including specific VFM indicators that are linked to programmatic implementation/results framework.
Develop monitoring formats (including data collection tools, verification/validation tools, third-party monitoring tools, for both quantitative and qualitative tools) for regular/routine data collection at component level – working closely with component leads to draft (based on an agreed format)
Set-up appropriate MEAL database – database should be able to include all the reported data including qualitative data, able to generate pivot tables and charts, real-time dashboards etc. – Able to generate school-based reports based on the links between different entries and targeted schools.
Identify Any key research aspects (potential or existing) – reflect utilizing research results for learning during the project
Potentially include « learning products » for different audiences – policy briefs, reader-friendly or audience-friendly products (videos, roundtables, etc.)
School-based Performance Monitoring Plan
Develop ways to monitor the performance of teachers, children, and school management
Follow-up mentoring and training sessions
Upon completion of developing the MEAL plan, ensure the adequacy of UNICEF Egypt and partner’s operationalization after a month, and another after three months.

 QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
The team of experts should have advanced degree in social sciences, statistics, planning development, planning, humanitarian affairs or other related fields.
Minimum of 10 years of experience in conducting and leading monitoring and evaluations of social development projects
Experience in monitoring and evaluating social development projects in fragile context
Good understanding of the rights-based programming environment for children, and their guiding international frameworks (especially the CRC)
Good understanding of the strategic relevance for children of upstream work and decentralized local-level interventions
Previous experience in M&E for UK-funded project, especially CSSF fund, is an added value
CONDITIONS OF WORK
No logistical preparation is needed from UNICEF’s part. The contracted institution should be responsible for all logistical preparations including travel and transportation. UNICEF will not provide office space.
