METHODOLOGY
The field engineer will be based in Cairo’s office with frequent programmatic visits to the project sites in target governorates. Methodology of work will stem from the monitoring framework of rehabilitation activities developed by ECO.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Based on UNICEF standards for monitoring field work, the field engineer will undertake regular programmatic visits to target schools, provide technical support to needs assessments and Bill of Quantities (BoQs), conduct meetings/interviews with beneficiaries, and submit conclusive technical recommendations on the status of rehabilitated schools. Specific activities will include (but not limited to):
Provide overall technical assistance to UNICEF projects that includes school rehabilitation (including minor rehabilitation), from their planning to their implementation and monitoring;
Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented;
Responsible to ensure effective quality control systems are in place and contractor and engineering entities work in compliance with technical specifications and UNICEF quality standards;
Monitor and evaluate performance of service providers;
Ensure all technical inputs and cost estimates related to the rehabilitation components are accurate, timely provided and included in the project proposals and budgets;
Take responsibility for overall progress and use of resources;
Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved;
Prepare progress reports and maintain the relevant project records;
Coordinate with Operations and programmes required activities ensuring proper and timely actions from both, UNICEF’s and development partners; and
Ensure a sound handing over of facilities to project beneficiaries.
DELIVERABLES

ESTIMATED DURATION TO COMPLETE (weeks or working days)

PAYMENT (% of the total contract fees)
Conduct regular fields visits to target schools in Alexandria, Matroh, Qena, Assuit, Ben Suef, Sohag and Fayoum governorates to ensure effectiveness and efficiency of rehabilitation work done (or under progress). Field visit preparation will include the review of needs assessments and BoQs.

Up to 15 working days per month

(Deliverable: Programmatic field visit reports)

25%

Assess the technical quality of rehabilitation work, provide technical recommendations on the status of rehabilitated schools and advise on corrective actions in cases of unsatisfactory results.

Up to 6 working days per month  

(Deliverable: Monthly progress reports)

50%

Submit a cumulative final report on the final status of rehabilitated schools outlining field findings, executed corrective actions, and concluding remarks.

10 working days

(Deliverable: Final cumulative reports)

20%

Facilitate a workshop on fundamentals of monitoring rehabilitation work for relevant programme staff members, and submit all the monitoring reports.

5 working days (including preparation time)

5%

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Preference will be for the candidate who:

  • Holds a bachelor’s degree in civil or architectural engineering.
  • Has at least three-year experience in supervising rehabilitation or maintenance projects in schools.
  • Is fluent in Arabic and English (written and spoken).
  • Has previous experience in working with UN agencies on similar assignments (not a must)

 

CONDITIONS OF WORK
Regular office environment with frequent field visits (up to 60% of work time)
