METHODOLOGY & APPROACH
The Regional Guidance for the Middle East and North Africa (MENA) Programming for and with Adolescents and Youth programme is guided by UNICEF Strategic Framework 2018-2021, which provides the reference and results for UNICEF’s work with adolescents and its contribution to the 2030 SDG agenda. Given the contextual realities for MENA, the focus of UNICEF’s response in MENA will be to ensure the realization of the rights of adolescents and youth especially the most vulnerable and foster a generation that is Protected, Educated, Employable and have opportunities to build a sense of a shared Responsibility (PEER) for building better societies. The PEER approach aligns with and contributes to several regional and global frameworks and initiatives including the LSCE, the Generation Unlimited « GenU », the African Union initiative « one million by 2021 » and the « One UN » initiative.
Protecting Adolescents and Youth: Adolescent Development and Participation programmes can immensely contribute to protecting adolescents from different risks including, violence against children, FGM, and child marriage. The main attribute of Ed-ADAP programmes is based on adopting preventive methods to protect, with an equity focus, the most marginalized and at-risk adolescents and youth.
Educating Adolescents and Youth: working with and through education systems and schools is the sure way to reach larger number of students rather than focusing on small-scale interventions. This includes the expansion of the Ed-ADAP programmes in community-based education, particularly the expansion of the sports for development programme into community schools. At the same time the focus of UNICEF’s interventions further creates and supports opportunities for « learning beyond schooling ». The later focuses on adolescents and youth facilities such as youth centres and clubs.
Employability of Adolescents and Youth: The Ed-ADAP programmes focus on life skills, including skills for employability and self-employment. This puts emphasis on skills acquisition to improve the quality as well as the relevance of skills development packages. Utilizing skills for employability should build on comparative advantages, leveraging strategic partnerships, and building synergies with existing labour market information systems and school-to-work transition mechanisms, to ensure transition to work and utilization of skills in employment/self-employment.
Engagement and Building a Shared Responsibility with Adolescents and Youth: Through adolescents and youth participation in « Meshwary » Project, The Civic Education and Student Unions Programme, and the Sports for Development Programme, young people are trained on active participation and engagement. This is complemented by adolescent and youth-led initiatives to promote a culture of responsibility and engagement among young people.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Tasks and activities:
Provide support to the coordination of project activities of the Ed-ADAP Programmes:
Provide support to the coordination of project activities of the Ed-ADAP Programmes with implementing partners and consultants.
Participate in technical coordination meetings with partners (government, civil society, etc), prepare notes and support the follow up on implementation of recommendations and actions agreed.
Provide support in the revision of the M&E tools of the programme.
Provide support to the field coordination and implementation of publicity and visibility events/activities (including material, manuals, reports, case studies, video and photo documentation, etc..).
Support the field coordination of researches, baselines, studies, etc.
Support the identification of potential adolescents and youth candidates from UNICEF beneficiaries to create cadre of adolescents and youth ambassadors.
Conduct regular field visits to project sites (Meshwary Project, Sports for Development in youth centres and community schools, Civic Education and Student Unions) and prepare field trip reports on results of visits.
Provide updates on field implementation and inputs including compiling and analysing data on the progress of the key project field activities from the different implementing partners.
Conduct periodic technical field level reviews of the field implementation.
Support partnerships with private sector and other entities to link up young people to on-the-job training, work placement or micro-credit opportunities, and provide career guidance sessions to young people:
Support the operationalization of the initial phases « Meshwary » Project business model with the two referral pathways.
Support the identification of potential youth candidates from « Meshwary » beneficiaries, in coordination with the career guidance centres, the skills development trainers and « Meshwary » NGO partners,
Support the coordination of career guidance sessions by the private sector.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
University degree in relevant related fields.
At least 4 years of professional work experience in programme coordination/management in the field of development.
Very good experience in UN/government (preferably with the Ministry of Youth and Sports and/or Ministry of Education) programmes in the areas of adolescents and youth development and participation.
Very good English, spoken and written.
Advanced communication skills.
CONDITIONS OF WORK
No logistical preparation is needed from UNICEF’s part.
Consultant for field coordination with frequent field visits to the projects’ sites. Logistical preparation will be handled by the consultant.
Monthly reports with recommendations are essential part of the deliverables and request for payments.
The consultant will be mandated to follow UNICEF codes of conducts.
ETHICAL AND OTHER CONSIDERATIONS:
All beneficiaries should be informed before photo and video documentation. A written consent, following UNICEF consent form format, should be taken from the person prior to the documentation. In case s/he is a minor, a written consent, following UNICEF consent form format, should be taken from the persons in charge for her/his care.
PAYMENT CONSIDERATIONS:
This contract is over the duration of 11.5 months. There is a potential of extending the contract for a second term (11.5 months) pending satisfactory performance and availability of funds.

-Fee for services to be provided based on the deliverables in the Terms of Reference.
