This consultancy seeks to answer the following indicative questions (not exhaustive and need to be prioritized in consultation with UNICEF staff in coordination with ongoing research at the office on ECD, positive parenting and others):
What is the current situation of Syrian and non-Syrian refugee children in Egypt in terms of needs?
What are the main bottlenecks:
Supply-related barriers (no available inputs, materials, HR, infrastructure, information-weak capacity and non-effective functioning systems required to deliver desired service).
What are the main challenges community and public schools (including kindergartens) are facing to accommodate the large number of refugee children?
What support do teachers need to be able to integrate children with different nationalities?
What are the infrastructure, learning material and information needs of children in KGs, community and public schools?
What support can be provided to children currently out of school, particularly marginalised adolescents and unaccompanied and separated children?
What are the best cash delivery methods to be used to target both families and unaccompanied and separated children?
What are the needs of adolescent and youth from refugee communities with regards to education, skills training and employment opportunities?
Demand-related barriers (geographic access, financial-user fees or indirect costs, individual behaviors and attitudes that encourage or discourage use of existing services; continuity of use)
What are the main barriers for Syrian and Non-Syrian refugee children (particularly Non-Arabic speaking African refugees) to access education and learning opportunities?
What is motivating parents to send their children to either public or community schools?
What are parents coping mechanisms to address increasing living costs as well as direct and indirect costs of education?
What challenges do adolescent and youth from refugee communities face with regards to access to education, skills training and employment opportunities?
What are the challenges for out of school children in accessing quality educational opportunities, in particular to marginalised adolescents and unaccompanied and separated children?
What role is technology playing to support the education for Syrian and non-Syrian refugee children. What are the available educational areas that could be adapted in the future?
Enabling environment (social norms, gap of legislation, policies, inadequate or insufficient budgets and institutional gaps (management and coordination) factors promoting or inhibiting achievement of results)
How does the school address cases of xenophobia and violent behaviour and what support is needed to create a safe learning environment?
How much interaction do refugee and host community children as well as their parents have and how can this be enhanced to strengthen social cohesion?
In what ways are parents from refugee children engaged in the education of their children?
How to avoid the expansion of a parallel education system, informal schools and/ or community centres, in the current context to align with the INEE minimum standards for education?
What regulatory framework or legal barriers are impeding supply and demand?
What type of support that UNICEF can provide to improve Children on the Move (COM) systems and mechanisms?
What actions that should be taken to affect the implementation of the COM Annex to the national SOP?
Quality (adherence to minimum required standards for services or care practices defined nationally or internationally)
What could be done to improve both, access to quality, and relevance of education and learning for refugee children in community and public schools?
What support do teachers need to be able to teach children with different nationalities?
What are the current gaps?
What do beneficiaries and key stakeholders suggest how the needs/gaps can be addressed?
SCOPE
The rapid needs assessment will focus on the six governorates that host substantial number of children from refugee communities and in which UNICEF is implementing programmes, i.e. Cairo, Giza, Alexandria, Qalyubia, Sharkia and Damietta.
The rapid needs assessment will embrace a comprehensive assessment of the situation of the refugee and asylum seekers using a rights-based approach. The study will adopt an integrated, cross-sectoral approach that takes a holistic view of the child, however, a strong focus will be placed on Education. The analysis will differentiate between different nationalities such as Syrians and Non-Syrians. Furthermore, the analysis will also highlight specific gender gaps as well as the needs of differently abled children as well as unaccompanied and separated children.
METHODOLOGY
The process to develop the rapid needs assessment will make use of multiple methodologies and techniques. Existing evidence and secondary data should be collected and analyzed to establish trends and relationships.
The collection of primary data should be done through qualitative research techniques with government counterparts, UN agencies, NGO partners, service providers and beneficiaries.
Desk review of available data and existing studies, research and available survey reports and development of research tools. Conduct interviews with developmental agencies and other stakeholders to see what others are doing in terms of the current programmes in this field and get their feedback.
Analytical primary research using qualitative research techniques (i.e. focus group discussions, key informant interviews) with government counterparts, UN agencies, NGO partners, service providers and beneficiaries.
Participatory workshop to validate study findings with UNICEF staff and key stakeholders.
In collaboration with the UNICEF Education in Emergency (EiE) team, develop an EiE strategy.
The rapid needs assessment will embrace a comprehensive assessment of the situation of the refugee and asylum seekers using a rights-based approach. The study will adopt an integrated, cross-sectoral approach that takes a holistic view of the child, however, a strong focus will be placed on Education. The study will provide actionable recommendations on areas to invest in and possible entry points.
Ethical considerations
The study will follow UNICEF guidelines on the ethical participation of children. In addition, any participant will be fully informed about the nature and purpose of the assignment and their requested involvement. Only participants who have given their written or verbal consent (documented) will be included in the consultations. Ethical protocols per UNCIEF’s guidelines will be produced with the research protocol.

All relevant references collected and reviewed for the study, data files and transcripts need to be submitted to UNICEF.
QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES:
Post graduate degree in social sciences, humanitarian studies or other related fields.
At least 7 years of experience in research, particularly qualitative research required.
Previous experience in rapid appraisals and/or needs assessments considered an asset.
Knowledge and experience on refugee issues in Egypt and/or MENA region is required.
Excellent analysis, writing and presentation skills required.
Fluency in English. Fluency in Arabic desirable.
Ability to work in teams and in a multi-cultural environment.
CONDITIONS OF WORK:
The consultant will report to the Emergency Focal Point, working closely with all programme sections in the UNICEF Egypt country office. UNICEF’s M&E specialist will provide technical guidance and quality assurance support. The consultant will be working on a full-time basis as per designated working days. The consultant is expected to use his/her own computer.
