Background and Justification
UNICEF Kenya Country office (hereafter called, KCO) will rollout UNICEF Enterprise Content Management project at its offices. This project will introduce a new digital workplace and a new document management system based on Office 365 and ‘Modern SharePoint’ platform. As such KCO is looking for a consultant to support transitioning to ECM platform.
Scope of Work
Under the supervision of the Chief of Operations and with close collaboration with relevant section focal points the consultant will:
a.       Collaborate with the Subject Matter Experts in UNICEF Regional office,  section focal points of KCO, and other members of the ECM project team to understand requirements for the UNICEF Kenya country office for a successfull migration to ECM platform.
b.      Prepare a project plan with timelines and checklists of key activities with roles and responsibilities for the migration.
c.       Collaborate with the KCO Sections and document their expectations and requirements on the ECM platform.
d.      Design different types SharePoint Sites and Collaboration tools for the KCO office and the Sections. The types inclue “KCO Communication/Intranet site”, Section specific “Collaboration sites”, “EPIC” sites for events, projects etc.
e.       Design and implement Document Libraries for the KCO office and the Sections.
f.        Prepare an inventory of contents and documents in current legacy platforms including Network Shared Drives, exisiting SharePoint Libraries, and other file repositories etc.
g.      Apply corporate naming convention on contents selected for migration.
h.      Enter meta data into migrated contents as per the corporate standard.
i.        Coordinate with ECM SMEs and assist KCO sectoin focal points/staff members to migrate contents from existing legacy platforms to ECM platform.
j.        Provide orietnation sessions on effective use of new platofrm to each KCO Sections.
2)      Work relationships: The consultant will be required to work with a variety of parties involved in the project and will need to develop positive working relationships with UNICEF KCO staff at all levels.
3)      Outputs/Deliverables:
Key deliverables
The deliverables are based on the Scope of the work, mentioned above.
Office Intranet or Communication Site
1.      Design Information Architecture of the Intranet site for KCO in consultation with the Sections.
2.      Include selected content, knowledge products and site design inputs to tailor the interface as per requirements and in compliance with corporate guidelines.
3.      Ensure site pages and site Document Libraries on the Communication Site are updated
4.      Ensure relevant knowledge products, events, updates as well as staff profiles are highlighted on relevant sections on the Intranet site.
Collaboration Sites for KCO Sections
1.      Prepare Site Designs. Request and create new sites as per the requirements of each Section. Tailor the design to needs.
2.      Train Section staff members on how to effectively use these sites.
3.      Content Migration: Lead the exercise of content migration for each Section
4.      Site Maintenance: Train Section focal point on how to maintain the sites with relevant.
EPIC Sites (Sites on specific Events Projects Information or Campaign)
1.      Collaborate with sectiosn to know their requiremet for EPIC sites for 2019.
2.      All other responsibilities on EPIC sites is similar to those of Communication and Collaboration sites

Required qualifications, desired competencies, technical background and experience
a)      Specialist skills/Training:
·         A university degree in information management, computer science, or data related fields.
·         A minimum of two (2) years of relevant experience working with unstructured or structured information.
·         At least two (2) years of hands on experience on SharePoint platform and tools
·         Proven experience with website design.
·         Experience on information architecture design is preferred.
·         Microsoft certification on SharePoint plaform will be considered an added advantage.
·         Experience in project managment will be relevant
b)      Languages required: English is required
Payment Schedule:
Payment is made upon receipt of an invoice indicating deliverables completed and that meet UNICEF’s quality standards.
Administrative issues
Conditions
The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
The consultant will work from the UNICEF Kenya office in Gigiri, Nairobi.
The consultant must be legally able to work in Kenya.
As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.
The candidate selected will be governed by and subjected to UNICEF’s General Terms and Conditions for individual contracts.
All applications must include an all inclusive financial proposal to carry out the functions in the TOR.
