Provide professional technical, operational and administrative assistance throughout the process of designing call for bids, providing guidance to the Ministry of Basic Education at the national and regional levels in the launch of construction project, collaborating with Engineering Consultancy Firms responsible of site supervision and quality assurance/control
How can you make a difference?
Program management, monitoring and delivery of results
Prepares tenders for construction companies and quality control supervising entities (Engineering Consultancy Firms)
Conducts the technical evaluation of tendering process with technicians from MoE and supporting Supply section for the financial evaluation according to of tendering process.
Liaises and coordinate with Supply to ensure accurate monitoring of tendering process and submission of construction related files to CRC and LPA request to CPH
Prepares and monitor contract formalities and payment calendar of the fees of construction companies, and quality assurance supervision entities.
Ensures follow up of the construction activities, undertaking regular visits to project sites and monitor progress made and assess local conditions and resources, including community inputs
Networking and partnership building
Guides the dialogue about the definition of Office construction activities using the proposed approaches; Prepares the construction implementation plan according to the UNICEF Cameroon office strategic goals and financial simulation model;
Builds and sustain effective close working partnerships with relevant government counterparts, national construction companies, quality assurance supervision entities and to reinforce cooperation to achieve a more sustainable approach for construction in Cameroon.
Innovation, knowledge management and capacity building
Applies/introduces innovative approaches and good practice in construction to build the capacity of government counterparts, national construction companies, quality assurance supervision entities to improve the quality of the construction implementation programme
Contributes to the development and implementation of Technical Guides and Manuals to ensure optimum maintenance of the UNICEF constructed infrastructure.
To qualify as an advocate for every child you will have…
Advanced degree in civil engineering, construction engineering/architecture or 5 years relevant working experience
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Minimum 5 years of progressively responsible relevant experience in the field of education infrastructures with either the UN and/or NGO. Experience in emergency setting strongly preferred.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in French and English (spoken and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
