Under the direct supervision of the Deputy Representative, the construction Manager will be responsible to deliver & accomplish the construction and/or rehabilitation of facilities in compliance with the UNICEF country Program goals and objectives. She/he oversees the day to day management and supervision, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructures. She/he is furthermore accountable for providing technical assistance of the country office team, including inputs to the development of the construction strategies as well as policies for the maintenance of the infrastructures.

How can you make a difference?

Provide all relevant assistance and support to preparation and implementation in all construction including emergency situations;

  • Provide technical support and guidance on appropriate technical, financial and institutional capacity building approaches to achieve construction programme goals;
  • Provide overall technical assistance to UNICEF construction projects, from their planning to their implementation and monitoring;
  • Draft and finalize construction documents and reports and provide technical leadership and operational guidance to UNICEF Office;
  • Prepare a process to vet construction companies prior to their being requested to submit bids for specific tasks;
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved;
  • Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets;
  • Provide contract management support;
  • Support the supply section in all tender exercises for the procurement of construction and consultancy services;
  • Provide contract management support;
  • Liaise heavily with key UNICEF staff to ensure that UNICEF Tender and Procurement rules are followed to the letter;
  • Certify disbursement of funds monitor and submit financial status reports to management in compliance with the pre-established requirements;
  • Assist in review of designs and BoQ’s (Bill of Quantities on request) provide technical assessment of the tender documents to assist in nominating the successful bid (through a review panel)

Conduct and monitor effectively all construction projects according to procedures and documentation as well as perform regular, accurate reporting to maintain the highlest level of integrity, standards and accountability.

  • Take responsibility for overall progress and use of resources;
  • Check that as-built drawings are prepared for all works as construction progresses;
  • Responsible to ensure that effective implementation, monitoring and supervision tolls are developed and implemented;
  • Responsible to ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and UNICEF quality standard;
  • Establish a sound internal monitoring system and coordination among the offices involved to ensure project responsibility and accountability;
  • Monitor and evaluate performance of service providers, Assist UNICEF staff with contract payments and scheduling;
  • Prepare interim-final project and handover reports and maintain the relevant project records;
  • Manage project budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time;
  • Ensure a sound handing over of facilities to project beneficiaries;
  • Maintain organized files (Electronic and hard copy) containing all pertinent construction administration and supervision documentation
  • Provide final report on the implementation and lessons learned with recommendations

 

Coordination of partners (gov’t, individual consultants and private contractors) involved in school repair and construction project

  • Coordinate with Operations and Programmes required activities ensuring proper and timely actions from both, UNICEF’s and Government’s side
  • Provide technical understanding of the construction and operation to partners;
  • Build capacity in child/eco-friendly and community-based construction strategies, working closely with communities, local authorities and government technical staff
  • Work proactively with sections to ensure integration of the construction projects into programme objectives according to their Annual Work plan;
  • Be the focal point for all areas for construction including development of close working relationship with communities and government heads of facilities;
  • Identify problems with construction including government approval and work pro-actively to solve the same;
  • Resolve minor contractual issues and identify construction and contract problems and
  • Establish regular meetings and processes with central Government Department to coordinate construction and repair processes at local levels;
  • Establish processes at State/Region level with state authorities and UNICEF field offices to prepare and review bids for construction work;
  • Maintain regular contract with individual consultants/freelance engineers and private companies overseeing quality assurance of repairs and construction facilities;
  • Maintain regular contact with private companies managing the actual repairs and construction of facilities
  • Manage recruitment of national site staff and ensure all internal administrative and HR policies and procedures are followes in accordance with UNICEF standard practices

 

To qualify as an advocate for every child you will have…

  • (a) EDUCATION: Master Degree in  civil engineering, construction engineering, architecture or other relevant area.
  • (b) WORK EXPERIENCE: Eight (8) years in  in building, construction programme/project management, especially in large scale building programs and with both consultants and contracting practices. Experience in school construction in developing countries. Knowledge of UNICEF procedures and systems, particularly project design and monitoring. Strong links in the humanitarian community, with experience working in less developed countries. Computer skills, including specific software on architecture and construction. Working experience in the UN or other international development organizationis an asset (IP). Experience in national level development assistance, and background/familiarity with emergency are assets.
  • (c) LANGUAGES: Fluency in French and English language required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
