Under the supervision and the general guidance of the, Child Protection Manager, the incumbent will lead, manage and coordinate the programme component on harmful practices. The specialist will provide specific technical support, management and coordination to promote the reduction of Child Marriage, which is a Key Result for the Mali country office. She/he will also provide technical support related to all programmes to abandon harmful practices against girls and women, including UNFPA-UNICEF Joint Program while also leading and building synergies with the UNFPA-UNICEF Joint Program and others. The Specialist will also provide technical guidance/operational support on area of social norms including female genital mutilation (FGM) and child marriage throughout all stages of programming. She/he will facilitate the management and delivery of concrete and sustainable contribution to national efforts to abandon child marriage and female genital mutilation/cutting (FGM/C) according to the strategic plans, allocation, results based-management approaches, standards of performance and accountability framework.
How can you make a difference?
Technical support, management, and coordination for the achievement of the Key Result for Children (KRC) #6 on the reduction of child marriage in Mali, the National Plan to abandon FGM/C, including the Joint UNICEF/UNFPA Programme, and the Spotlight Initiative
Provide technical support in the development, implementation, monitoring and results achievements of the strategy and plan on the KRC#6 to reduce child marriage in Mali and the programme on the abandonment of FGM/C
Provide technical guidance and coordination with other UNICEF programmes including education, social protection, health, communication for development to develop an integrated strategy for the reduction of child marriage
Manage the partnership with all the different agencies and the government to ensure effective integration and synergy of all activities regarding child marriage and FGM/C.  This includes acting as the focal point for UNICEF with UNFPA and different agencies.
Ensure integration and synergy between the Spotlight Initiative and UNICEF/UNFPA joint program on FGM/C;
Provide technical advice in planning and developing strategies and determining priorities/targets and performance measurements in the areas including data analysis and used on social norms particularly FGM and Child Marriage;
Coordinate, monitoring, and ensure results are achieved at the field level according to schedule and performance standards and report to UNICEF critical issues for timely action.
Provide technical assistance/advice to the different partners (government, civil society) on all aspects of programming and implementation to enable partners to achieve program/performance objectives.
Advocacy, networking and partnership building
Build and strengthen partnership, networking and advocacy with the government, UN system agency partners, NGOs, to reinforce cooperation and/or pursue opportunities to promote goals and achieve results on social norms particularly Child Marriage and FGM/C
Provide technical support to the communication section to prepare social norms sensitive communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness and dialogue
Participate and/or represent UNICEF with other agencies (UNFPA, UNWOMEN) discussions and planning on FGM/C and Child Marriage and related issues
Collaborate with inter-agency partners/colleagues in planning and preparing programs/projects.
Program monitoring and quality control of results
Support and collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in child protection programs.
Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
Support, plan, monitor and control the use of program resources (financial, human, administrative and other assets) certifying/verifying compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. Ensure timely reporting and liquidation of resources.
Facilitate submission /preparation of program/project reports to donors and other partners to keep them informed on program progress and critical issues.
Innovation, knowledge management and capacity building
Promote critical thinking and innovative approaches and good practices for sustainable FGM/C and Child Marriage program/projects initiatives
propose best and cutting-edge practices on FGM/C and Child Marriage management and information systems
Organize/plan/implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on related programs/projects.
Ensure timely reporting and key data are collected
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Social Sciences and Gender and Development or related technical field is required.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of 5 years professional experience in gender and social norms, gender-based violence (GBV), communication for development gender and participatory development programming and implementation.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
