UNICEF Tunisia is seeking a Chief of Education to cover the post until arrival of the appointed new Chief (2 to 4 months).
The purpose of the role is to support Tunisia Country Office (TCO) with the implementation of the programme in the last year of the country programme and the concurrent development of the education components of the new inter-agency United Nations Sustainable Development Cooperation Framework (UNSDCF) and UNICEF country programming documents (Programme Strategy Note/PSN; Country Programme Document/CPD, Country Programme Management Plan/CPMP). The incumbent will ensure management of the education section and coordinate UNICEF technical leadership at inter-agency and with government and partners in a critical time of the year until the arrival in country of the newly appointed Chief.
The key result is continuity in delivery of programmatic results for children in education and strategic positioning of equitable learning outcomes for girls and boys throughout the country programming process. The Chief Education reports to the Deputy Representative who is at level 4.
Summary of key functions/accountabilities:
Managerial leadership: supervise team members, including ensuring the establishment of individual performance objectives, targets and timelines for 2020 and monitoring work progress, ensuring results are achieved according to schedule and performance standards.
Programme development and planning: provide technical guidance and operational support to ensure that comprehensive and up to data and analysis is incorporated in the situation analysis of children in Tunisia currently ongoing and UNICEF strategic policy advocacy and programming priorities in education; guide and coordinate the timely preparation programmatic information for inclusion in the inter-agency and UNICEF programming documents (UNSDCF; PSN; CPD; CPMP) for the period 2021-2025, ensuring synergy, integration, coherence and leveraging resources for equitable learning outcomes for children in Tunisia.
Programme management, monitoring and quality control of results: collaborate on monitoring and evaluation work, including the current country programme evaluation to assess and strengthen performance accountability, coherence and delivery of sustainable results on education programmes, in close collaboration with stakeholders; plan, approve, monitor, certify and control the use of programme resources (human, financial, and other) certifying and verifying compliance with the bi-annual workplan (PTBA) 2019-2020, organizational policies, donor commitments and standards of integrity; monitor implementation of the PTBA 2020 within the section and as part of TCO coordination mechanisms to assess progress, identify bullnecks and take timely decisions to resolve issues, in close collaboration with colleagues and/or referring to management; prepare and submit quality programme reports to donors and others as appropriate.
Advocacy, networking and partnership building: continue strengthen strategic partnerships through networking and advocacy with government, UN system, development partners in education, NGOs and private sector, reinforcing cooperation and opportunities, leveraging funds and results on education programmes; prepare documentation to support fund raising for country office programme on education; represent UNICEF in inter-agency discussions and planning on education and related issues, ensuring full consideration and positioning of equitable learning outcomes for children in the UNSDCF ongoing development process.
Advisory and technical support: provide technical advice to key government officials, NGOs, UN system and other partners on strategies and best practices to influence results for children in education; coordinate and ensure availability of technical experts throughout programme implementation; participate in strategic discussions to influence policy for combatting all forms of discrimination against children and promote equitable learning outcomes for all children in the country.
To qualify as an advocate for every child you will have…
An advanced university degree is required in one of the following fields: education, economics, psychology, sociology or another relevant technical field.
A minimum of eight years of professional experience in programme planning, management, and/or research in education at the international level is required.
Fluency in English and French is required. Knowledge of local language of the duty station is considered as an asset.

Skills:
Good understanding of the overall global development context, including poverty, intersectoral approaches, economy and conflict and the impact of these factors on education and vice versa.
Good knowledge of global developments in education and international engagement strategies, including application of equity lens and human rights perspectives to programming.
Good ability to support policy dialogue including translating analytical findings/evidence into development programme and policy discussions, with government, UN, development partners, etc.
Good education sector planning knowledge/ability including the range of modalities for delivering education and linkages between sub-sectors, cost-effectiveness & efficiency, and governance issues.
Good education and policy sector analysis capacity, including understanding of equity, access and learning; budget, costing, financial management, education policy and strategic planning.
Good ability to support engagement with partners including with government, at UN inter-agency level and as part of development partners coordination groups
Good understanding of gender and inequity issues and the application of gender/ equity analysis to policy and planning in education
Good understanding of policies and strategies to address issues related to resilience; risk analysis and management; education in a changing world.
