Purpose:
To prepare advocacy document on tax exemption for industries and identify strategy on how to get the tax exemption to import supplies and equipment for wheat flour, edible oil, and salt fortification and advocate to relevant government sectors and come up with feasible options.
How can you make a difference?
The consultant will be responsible for the following tasks:
Map key stakeholders working on tax reform.
Identify key mechanisms for tax exemption or incentives
Assess the possibilities of tax exemption for industries engaged in fortification of wheat flour, salt, and edible oil.
Provide a concrete example of tax exemption or reduction which has already happened in Ethiopia and details on the mechanisms to have it approved
Identify clear policy and tax spaces for food fortification tax exemption or incentives
Develop a detailed advocacy action plan for food fortification tax exemptions and identify key change agents to support the plan

Reporting and Supervisor
The Nutrition Manager P4 UNICEF (CBN+MN unit head) will provide supervision on this project, however, the consultant is expected to work also closely with UNICEF nutrition officer supervising the implementation of Food Fortification. Face to face meeting will be organized before any deliverables/tasks are considered as finalized.
Terms of payment are as follows:
A total fee without VAT will be paid upon the delivery of the specified deliverables in three phases as per below payment modality and deliverable.

To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in law and/or business development or related field with a proven background in understanding the private sector and the tax system in Ethiopia.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of Eight (8) years of relevant professional experience.
Excellent written and oral English required and technical abilities and skills in documentation and report writing.
Proven experience of similar work in Ethiopia or another region
The consultant must provide UNICEF with a Certificate of Incorporation/ documentation proving that they are a registered company or institution and the proof of local bank account.
Be prepared to be deployed on short notice
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
