The Child Protection Officer will assist UNICEF’s West and Central African Regional Office’s (WCARO) Child Protection section in providing support to countries in the region to promote organizational goals and strategies in the country office teams. The incumbent will assist in implementing activities proposed in the Child Protection section work plan, with a specific focus on Migration, Justice for Children victims and the use of community-based child protection system overarching approach to prevent and respond to violence, abuse and exploitation. Every country in the WCAR region has some kind of Justice for Children intervention as part of their child protection portfolio, and migration is an additional and complex issue in the region. In this challenging context, the incumbent will have the opportunity to learn and travel.

How can you make a difference?
We are looking for a dynamic and innovative Child Protection Officer to support to WCARO’s important child protection work in the following areas:
• Provide technical support and programmatic guidance on regional and sub-regional initiatives, particularly related to Migration and Justice for Children victims that use the Community based Child Protection system approach to respond to and prevent violence, abuse and exploitation. Provide technical inputs, comments, follow up to evaluations, studies and documents prepared by the regional office, COs, HQ and partners on Child Protection.
• Establish and maintain links between the Regional Child Protection Section and country-level child protection officers in WCAR through regular communication to monitor progress in program implementation and invite feedback on Regional Office Child Protection section’s actions. Maintain a database of Child Protection programs, with a particular focus on Migration and Justice for Children victims of violence, abuse and exploitation. Provide support for the strengthening of partnerships in the region on issues related to Child Protection, with a particular focus on Migration and Justice for Children victims of violence, abuse and exploitation.
• Assist in monitoring and reviewing Child Protection programs, particularly related to Justice for Children victims, Migration as well as those using the community based Child Protection system overarching approach to prevent and respond to violence, abuse and exploitation. Provide inputs to reports related to programs to strengthen Migration and Justice for Children victims of violence, abuse and exploitation. Contribute to regional and global bulletins as requested.
• Contribute to the drafting of terms of reference to recruit consultants for studies and documentation of cases where the use of community based Child Protection system approach helped providing effective social welfare and justice services to prevent and respond to negative impact of child migration, violence, abuse and exploitation. Assist in organizing meetings and training events of the Child Protection section.
• Assist in drafting briefing notes, funding proposals and donor reports. Contribute to the review of WCAR country annual reports by analyzing and drafting comments related to child protection and providing input for the preparation of the regional analysis report in relation to child protection. Contribute to the planning and review of the regional child protection annual work plan, and to other strategic and program documents.
Contract duration : 1 year fixed term appointment, renewable up to 3 years subject to satisfactory performance and availability of funds.

To qualify as a Child Protection advocate for every child, you will have…

• An advanced university degree (Master’s or higher) in relevant Social Science disciplines, such as: Child Development, Social Development, International Relations, Social Work, Law (international law, humanitarian law), Economics and Social Policy.
• A minimum of two years of relevant professional experience.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English and French.
• Be no older than 32 years of age as of 31 December 2017.
