UNESCO’s Spotlight Initiative to End Violence against Women and Girls in Zimbabwe

UNESCO Regional Office for Southern Africa based in Harare, is currently inviting interested Civil Society Organizations (CSOs) and/or Non-Governmental Organizations (NGOs) to apply for its “Spotlight Initiative – School based Comprehensive Sexuality Education”.
The Spotlight Initiative (SI) is a new partnership by the EU and UN to eliminate all forms of violence against women and girls, including harmful practices. The Spotlight Initiative in Africa will focus on eliminating Sexual and Gender Based Violence (SGBV) and Harmful Practices (HP), and addressing linkages with Sexual and Reproductive Health Rights. The European Union has committed USD 34 million for the Spotlight Initiative country programme in Zimbabwe, which will be implemented by UN in partnership with the Government of Zimbabwe and civil society organisations.
The Spotlight Initiative will ensure that all women and girls benefit from adequate legislation and policies, gender responsive institutions, violence prevention programmes, essential services, comparable and reliable data, and strong women’s movements and civil society organisations.
The overall vision of the Spotlight Initiative in Zimbabwe is that women and girls realize their full potential in a violence-free, gender responsive and inclusive Zimbabwe. The Spotlight Initiative will directly contribute to Zimbabwe’s achievement of two of the country’s prioritized Sustainable Development Goals (SDGs): SDG 3 and SDG 5. The programme will contribute to the elimination of SGBV and HPs through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women, men, girls and boys as champions and agents of change at the national, subnational and community levels. A specific focus will be on reaching and including in the programme women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The programme also will seek to address the SRHR needs of all women and girls using a life-cycle approach.
Funding Information
- Budget estimate for responding to this EOI is US$95,000.
- The successful CSO and/or NGO partner is expected to deliver on the programme between 1 August 2019 and December 2020.
Eligibility Criteria
- Interested CSOs/NGOs should have a proven record of accomplishment in capacity building work within the education sector on areas related to Comprehensive Sexuality Education, gender or related issues, an established organizational culture of accountability and commitment to delivery of results and internal programmatic, administrative and financial capacity for budgets of more than $50,000 annually supported with a record of accomplishment of quality and timely project results.
- The CSO/NGO partner must have been in operation for at least 5 years, with a proven capacity to work at district level. CSOs/NGOs are not for profit institutional entities to which funds are transferred for the implementation of a UNESCO-supported programme. The CSO/NGO is expected to add value beyond the delivery of a product or service, and to participate in planning and review activities.
- The CSO/NGO must have the following functional/technical competencies:-
- Must be legally registered in Zimbabwe and be in possession of valid registration certificates
- Demonstrate operational capacity to manage and achieve results on behalf of UNESCO
- A technical background and programme focus on HIV/AIDS, SRHR, Childrights, gender, adolescents and education
- Demonstrated experience and expertise supporting education sector responses on HIV, Comprehensive Sexuality Education, SRHR and Gender, among related issues
- Extensive knowledge and experience in HIV prevention and sexuality education; provision of sexual and reproductive health services in the context of school settings
- An active Memorandum of Understanding with the Ministry of Primary and Secondary Education is an added advantage.
- Experience in designing, managing, implementing SRH or HIV-related projects or programmes with UN, international NGOs or Government Ministries an added advantage

- A brief profile of the interested CSO or NGO
- A statement outlining the key attributes and capabilities of the CSO/NGO
- Description of previous activities of similar scope
- The EOI must also include:
- Name and physical addresses of the organization and registration status;
- A valid registration certificate;
- Name, email and phone number of contact person (s);
- Confirmation that the CSO or NGO has done similar work
