OVERVIEW OF THE FUNCTIONS OF THE POST
 Under the direct supervision of the Assistant Director-General for Communication and Information (ADG/CI), the incumbent is responsible for providing strategic and operational leadership to the various thematic Sections and Unit of the Sector, in collaboration with field offices, to strengthen synergies within the Sector and improve the efficiency and effectiveness in the implementation of Major Programme V. This includes leading and overseeing the implementation of activities and projects financed by the Regular Programme (assessed contributions) and extrabudgetary funds (voluntary contributions); assessing performance and guiding horizontal workflows; developing coordinated and cross-cutting strategies, approaches and frameworks; implementing and managing change; directing the mobilization of extra-budgetary resources and establishing key partnerships including with the private sector, civil society and other UN agencies; and directly managing the Chiefs of Sections/Unit, in full collaboration with the Director of Policies in the field of Communication and Information. The incumbent will also serve as the Secretary of the Intergovernmental Council for the Information for All Programme IFAP.
In particular the incumbent will:
Provide overall operational direction and guidance to the Sector and take timely decisions to meet objectives, deliver impact and create opportunities for desired change;
Direct the design, implementation, monitoring and evaluation of programmes and regular and extra budgetary initiatives and activities, ensuring the continuous optimization of resources particularly into value added activities;
Build alliances and strategic partnerships and interface with the Bureau for Strategic Planning (BSP) in establishing and maintaining a high-level network of interlocutors, including with governments, regional bodies such as European Union, media leaders, corporate leaders, foundations, and high net worth individuals;
Oversee the resource mobilization and actively raise extra-budgetary funds to ensure maximum impact for the Sector as per its medium-term strategy (C/4) and Programme and Budget (C/5), as well as sustainability, relevance, growth and reputation of CI;
Establish mechanisms and frameworks for building teamwork, in coordination with the CI Executive Office;
Serve as the Secretary of the Intergovernmental Council for the Information for All Programme;
Represent UNESCO in high level internal and external meetings and conferences;
Lead the efforts to engage in interdisciplinary work within CI and with other UNESCO Sectors.

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Masters or equivalent degree) in the field of communication and information, political sciences, international relations, or related areas.
Work Experience
Fifteen (15) years of relevant and progressively responsible professional experience in the field of partnerships and operational management, with a significant part of this period at a senior managerial level, of which preferably 10 years acquired at the international level.
Recognized experience in leadership and proven ability in planning and managing international projects or programmes (at least 10 years).
Experience working on themes covered by the Communication and Information Sector, including freedom of expression and safety of journalists; universal access to information; media development and media and information literacy; innovation and digital transformations; and documentary heritage.
Relevant work experience with United Nations, bilateral, international donors/agencies, non-governmental organizations, private sector companies and/or high net worth individuals.
Skills and Competencies
Knowledge of, and commitment to, the Organization’s mandate, vision, strategic direction and priorities.
Good knowledge of UNESCO’s programmes covered by the Communication and Information Sector.
Analytical and organizational skills, including in establishing and implementing plans and priorities.
Demonstrated strategic planning and programme/project management abilities, including ability to identify key strategic issues, objectives, opportunities and risks.
Demonstrated ability to manage significant financial resources.
Sound judgement and decision-making skills.
Proven ability to build collaborative partnerships and networks with diverse groups of organization, including intergovernmental, public, civil society, private sector and high net worth individuals, particularly in the context of resource mobilization.
Capacity to provide leadership to guide and motivate staff, demonstrating a high sense of objectivity and professional integrity, as well as ability to build trust and to manage, lead and motivate a large and diverse body of staff in a multicultural environment with sensitivity and respect for diversity.
Ability to communicate effectively and persuasively, both orally and in writing, in front of a broad range of constituents with strong representational abilities.
Ability to engage in networking and lead complex negotiations with diplomacy, tact and a sense of political astuteness.
Languages
Excellent knowledge of English or French and working knowledge of the other language.

Experience working in an agile environment.
