OVERVIEW OF THE FUNCTIONS OF THE POST
 I.  BackgroundThe World Heritage Committee has taken a clear position that extractive activities in World Heritage properties are incompatible with UNESCO World Heritage status. Yet, studies illustrate that still over half of all natural and mixed World Heritage properties are threatened by extractive activities and large scale development projects. Since 2004, momentum has been building for a “No-Go commitment” among major private sector entities to not undertake or support activities that are harmful to the Outstanding Universal Value of World Heritage properties. The World Heritage Committee  in its Decision 42 COM welcomed the growing interest from the investment sector for the conservation of World Heritage properties and strongly encouraged all banks, investment funds, the insurance industry and other relevant private and public sector companies to integrate into their sustainability policies, provisions for ensuring that they are not financing projects that may negatively impact World Heritage properties and that the companies they are investing in subscribe to the “No-Go commitment” . The Committee further invited companies to lodge these policies with the UNESCO World Heritage Centre. In addition to encouraging the dialogue, the World Heritage Committee requested to make these commitments and policies publicly available online in view of inspiring other companies to follow suit. In view of supporting this Decision, the World Heritage Centre proposed a project to the Government of Flanders  in order to design of a comprehensive set of criteria that determine a minimum standard for the “No-Go commitment” and to further continue the dialogue with the private sector on integrating the no go commitment into their Corporate Social Responsibility (CSR) policies.

 II. Tasks The consultant will provide support to the implementation of the project “Strengthening private sector engagement in the protection of Natural World Heritage sites” (513GLO4018), funded by the Flemish Funds in Trust and which has the objective to mainstream World Heritage concerns in the CSR policies of the private sector companies which could impact on World Heritage sites and promote the “No-Go Commitment”. In particular, the consultant will:Compile existing private sector Corporate Social Responsibility (CSR) policies reflecting the commitment towards World Heritage conservation (including banks, investment funds, insurance industry, hydropower, agro-industrial industry, and other relevant private and public sector companies);
Screen the existing private sector “No-Go commitments” on World Heritage, their date of sign up and the scope of their policies reflecting the commitment towards World Heritage conservation, building on previous work done by NGO partners like WWF;Update the existing commitments where doubt arises that they are still accurately reflecting the corporations position;Develop a proposed methodology and set of criteria that comprehensively determine a minimum standard for the “No-Go commitment”, based on inputs sought from the World Heritage Centre, IUCN, NGO partners, selected companies and industry groups that made a “No-Go commitment” and other relevant stakeholders;
Support the on-going dialogue with the extractive sector, the finance and insurance sector, the hydropower sector as well as the agro-industrial sector, on integrating into their sustainability policies, provisions for ensuring that they are implementing or financing projects that may negatively impact World Heritage properties and that the companies they are investing in subscribe to the “No-Go commitment”;
Provide recommendations for promoting private sector engagement and commitment towards World Heritage conservation and the “No-Go commitment”.
Develop, in consultation with the World Heritage Centre’s Communication Officer, the contents of an updated version of the webpage on World Heritage and extractive industries (https://whc.unesco.org/en/extractive-industries) and extend its content to the newer commitments of the financial and insurance sector as well as other relevant sectors;
Support the coordination of at least 3 awareness raising and communication outreach events on “World Heritage and Extractive Industries” (e.g. webinars and side-events at international meetings such as the 44th Session of the World Heritage Committee, IUCN Congress), respectively by:
– identifying experts,
– preparing a draft concept note and agenda,
– participating and preparing technical inputs (e.g. PPT presentation with key observations, conclusions and recommendations for promoting private sector engagement and commitment towards World Heritage conservation),
– producing a report of the outcomes.

REQUIRED QUALIFICATIONS
EDUCATIONUniversity degree in political sciences, media/communication studies, public relations or other related social sciences.
WORK EXPERIENCEAt least 5 years of relevant experience at the international level in sustainability issues including at least 2 years of relevant experience on the integration of protected area concerns (in particular related to World Heritage sites) in CSR policies of relevant private sector companies.

DESIRABLE QUALIFICATIONSKnowledge of other official languages of UNESCO (Arabic, Chinese, Russian, Spanish) will be an asset. 
APPLICATION PROCESSThe consultant contract will have a duration of 11 month with a probationary period of 1 month. The appointment is non-career and does not carry any expectancy of renewal or conversion to another contract. Medical health care is not provided.
