OVERVIEW OF THE FUNCTIONS OF THE POSTThe Project Officer (Intangible Cultural Heritage), under the overall authority of the Assistant Director-General for Culture, the general supervision of the Chief of the Living Heritage Entity (CLT/LHE) and the direct supervision of the Head of the Programme Management Unit, contributes to the development, planning, coordination, management and evaluation of activities and projects related to intangible cultural heritage, in the framework of the implementation of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage.
The incumbent is responsible for the following activities of importance to the Entity:1. As regional officer for Latin America and the Caribbean region (and alternate for a second set of countries in other region to be defined), contribute to the formulation of project documents and their implementation in that region, maintain frequent contacts with relevant Field Offices, Permanent Delegations, national counterparts, colleagues within the Entity and others in order to promote effective communication among them for the successful implementation of programmes, projects and activities related to the safeguarding of intangible cultural heritage; collect and maintain accurate and up-to-date information concerning activities related to the intangible cultural heritage in the region, and prepare briefings, contributions, reports, recommendations concerning the region  by responding to deadlines and requests in a timely and effective manner; and facilitate the work of colleagues within the Entity by communicating  and sharing information related  to the region or country that is relevant to their specific duties.
2. Contribute significantly to the work of the Secretariat for the 2003 Convention through (i) the drafting of working documents, scenarios and briefings of technical nature for meetings of the Governing Bodies, namely the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, the General Assembly of the States Parties to the Convention and their consultative bodies, (ii) the drafting of technical correspondence with Member States, NGOs, experts and centres of expertise, and others regarding the implementation of the Convention, (iii) the technical support to the preparation of and during the statutory meetings, and (iv) the formulation of strategies for the implementation of the Convention.
3. Provide technical and analytical assistance to the international cooperation mechanisms established under the 2003 Convention, as required, notably process and examine (a) nominations to the Convention’s Lists, (b) requests for International Assistance (in support of the Safeguarding and Implementation Team of the Entity), (c) proposals of programmes, projects and activities that best reflect the principles and objectives of the Convention, (d) requests of NGOs for accreditation and (e) periodic reports submitted by States Parties and contribute to their assessment as required.
4. Facilitate the implementation of the global capacity-building strategy for safeguarding intangible cultural heritage, and the programme on safeguarding intangible cultural heritage through formal and non-formal education, by contributing importantly to project development, planning, implementation, reporting and monitoring in the countries of the assigned region(s), using both face-to-face and online modalities and by helping to ensure effective collaboration between the Living Heritage Entity, UNESCO Field Offices, members of the global facilitators network, category 2 centres, and national counterparts in this process.
5. Actively contribute to the identification and elaboration of new activities and projects, in particular related to intangible cultural heritage and sustainable development and the identification of potential financing partners.
6. Play an active role in formulating strategies for the implementation of the 2003 Convention at the national and international levels, including through organizing conferences and expert meetings. Facilitate the planning, implementation, monitoring and reporting of programmes, projects and activities in the field of intangible cultural heritage undertaken by the Entity and by Member States. Undertake additional activities, thematic or otherwise, that may be required to ensure the success of the work of the team.

REQUIRED QUALIFICATIONS
EducationAdvanced University degree (Master or equivalent) in the field of culture, social or human sciences or a related field.

Work ExperienceAt least four (4) years of progressively responsible and relevant professional experience in safeguarding intangible cultural heritage or a related field, such as heritage management or cultural policy.
Relevant experience acquired at the international level.Experience in the elaboration and management of programmes or projects in the field of culture.
Skills/CompetenciesKnowledge of the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage.
Ability to collect, synthesise and analyse information from various sources, and strong drafting skills.Excellent coordination and interpersonal skills.Close attention to detail and quality of work, balanced by ability to manage heavy workload.Ability to maintain effective working relations within a multi-cultural environment and to work effectively in team environment. LanguagesExcellent knowledge of English or Spanish, and good knowledge of the other language.

DESIRABLE QUALIFICATIONS
EducationSpecialized training in issues relating to intangible cultural heritage.

Work ExperienceExperience acquired in the United Nations System or in similar international organizations.
Experience within a developing country in the national or regional implementation of cultural programmes. Skills/Competencies
Knowledge of the statutory mechanisms of the Convention for the Safeguarding of the Intangible Cultural Heritage.

LanguagesGood knowledge of French.
Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian).
