OVERVIEW OF THE FUNCTIONS OF THE POSTUnder the overall delegated authority of the UNESCO Cairo Director, the direct supervision of the Programme Specialist for Culture, and in close cooperation with the Finance and Administrative Officer at UNESCO Cairo, the incumbent provides project coordination/management support (technical and administrative). Responsibilities extend to include providing technical/administrative support to: the development of project’s implementation strategies, the preparation of workplans, the coordination, monitoring, and reporting of projects’ activities, the procurement of goods and services with quality assurance, the monitoring of compliance with rules and regulations for contracts-related procedures including contract selection processes, negotiation, and preparation of payments for UNESCO Cairo Office projects.
The incumbent will carry out the following roles and responsibilities: Assist in the management, implementation, monitoring, evaluation, reporting, and delivery of results of the culture projects. This includes undertaking result-based management, developing implementation strategies, developing workplans, monitoring progress in implementation, preparing briefs and reports, organizing working and review meetings, and evaluating results in line with relevant documents such as the approved Programme and Budget (C/5), project documents and work plans;
 Develop a procurement plan, track and monitor its implementation, and schedules for on-going and new procurement requirements and contracts; prepare a variety of procurement-related documents including announcements, communications, guidelines, contracts, etc.; conduct market research, support the evaluation process to ensure fair and transparent competition and comparison process; analyze and evaluate vendors’ offers considering various factors affecting cost, technical specifications, implementation schedules, reliability, and after-sales/completion implications, ensuring value for money; Assist in maintaining a tracking system and database to monitor adherence to contractual agreements, performance requirements, and respect of delivery schedules; recommend amendments and extensions of contracts, as necessary; advise parties on contractual rights and obligations; and generate necessary periodic and ad-hoc reports as required, documenting lessons learned and recommendations;
Build and sustain working partnerships with projects’ implementation partners and other relevant government institutions to ensure effective implementation of culture projects;Ensure knowledge management of data, information, technical documents, and other materials generated through culture projects which will contribute to the development and establishment of the goals, objectives, and strategies of the culture programme managed by the Office and will be sustained according to UNESCO’s records management policy;Assist communication and information activities for sharing projects’ progress and promoting outcomes and results;Contribute to partnership building and resource mobilization for the culture programme by analyzing and identifying potential partnerships and collaboration opportunities with current and potential partners. This also includes assisting in the development of concept notes and project proposals to share/submit to bilateral and multilateral partners, international institutions/foundations, and other potential donors;Prepare promotional and information materials of culture projects and take part in meetings with technical partners as requested;Contribute to the UN inter-agency planning and implementation by integrating consideration of culture into other sectoral strategies and plans for the achievement of Sustainable Development Goals (SDGs);Carry out additional activities that may be required to ensure the success of the work team.

REQUIRED QUALIFICATIONS
EducationBA/BSc degree in project management, arts and cultural heritage, public administration, and other related fields..

Work ExperienceMinimum seven (7) years of relevant experience in project management, arts and cultural heritage, finance, administration, procurement, and/or contracting.

Skills & CompetenciesStrong knowledge of arts and cultural heritage, administration and finance, procurement, contracts, and legal obligations.

Strong functional competencies in developing and managing contracts, including monitoring and evaluation.
Strong analytical and problem-solving skills, as well as the ability to set priorities, to ensure compliance to rules and administrative guidelines, to analyze and respond to routine and non-routine issues.
Ability to establish good working relationships with internal and external colleagues, partners, and providers at the national, regional, and international levels.
Excellent communication skills and experience working in a multi-skilled and multicultural team.
LanguagesExcellent knowledge (oral and written) of Arabic and English.

DESIRABLE QUALIFICATIONS
EducationSpecialized courses or certificates related to Procurement (e.g. CIPS Training).

A master’s degree in the above mentioned fields (project management, arts and cultural heritage, finance, administration, procurement, and/or contracting)   Work ExperienceProven experience in public procurement.

At least one (1) year of experience in the United Nations or Intergovernmental organizations.
LanguagesKnowledge of other UNESCO official languages (Chinese, French, Russian, Spanish).
