OVERVIEW OF THE FUNCTIONS OF THE POST
 The Unit for Strategic Planning, Monitoring, Institutes and Field Coordination (ED/EO/SPM), within the Executive Office of the Education Sector, is responsible for supporting and coordinating strategic planning, fund-raising and partnerships, and implementation of Major Programme I; manages the Education Sector’s contribution to the Governing Bodies of UNESCO and donor relations;  coordinates the programme across all Education sector entities (Headquarters, Field offices, Category 1 Institutes) for increased programmatic coherence and impact.
Under the overall authority of the Assistant Director-General for Education (ADG/ED), the guidance of the Chief of the Executive Office (C/ED/EO) and  the direct supervision of the Chief of Unit ED/EO/SPM, the incumbent will support and coordinate the programming, monitoring and reporting of the Education Sector’s extrabudgetary programmes and its fund mobilization efforts in close cooperation with the Education Sections, Field Offices and category 1 Institutes. The incumbent will also contribute to the preparation of the Education Programme’s strategy (C/4 and C/5), monitoring, reporting and evaluation, given that extrabudgetary resources have been increasing rapidly over the past years and represent 80% of the Education Sector’s resources, thereby being an integral part of its strategy and a key success factor to deliver its programme. More specifically, the incumbent will:
Coordinate the Education Sector’s resource mobilisation efforts and contribute to the development of large scale fundraising operations and reporting;
Provide guidance, coordinate and/or contribute to the preparation of quality concept notes and extra-budgetary projects, ensuring alignment with the programme strategy geared towards SDG4, donor requirements and internal processes;
Propose improvements in the implementation and monitoring of extrabudgetary projects, identify risks and propose corrective measures; maintain a monitoring system of all extrabudgetary projects in the Sector in coordination with the Unit for Financial Management and Administrative Support; Coordinate and quality assure reporting to donors;
Analyze extrabudgetary trends, identify fundraising opportunities, initiates and fosters new partnerships;
Contribute to the programme planning cycle of the Education Sector, including the preparation of the Education Programme and mid-term strategy (C/4 and C/5), as well as monitoring, reporting and evaluation;
Support relevant units conduct decentralised evaluations and contribute to corporate evaluations of the Internal Oversight Services that relate to the ED sector.

REQUIRED QUALIFICATIONS
Education
 Advanced university degree (Master’s degree or equivalent) in education, international relations, social sciences or related field.
 Work Experience
 Minimum of 4 years of relevant experience in coordination and project management in the field of education, of which at least 2 years acquired at the international level;
Proven experience in strategic planning, resource mobilization and in the design, monitoring, reporting and evaluation of extrabudgetary education projects.
 Skills and competencies
 Ability to plan strategically and to translate strategies into action;
Strong analytical qualitative and quantitative skills;
Excellent interpersonal, communication and coordination skills (oral and written);
Proven ability to draft clearly and concisely for a diverse range of audience;
Thorough knowledge and understanding of key education issues;
Solid knowledge of fund-raising and extrabudgetary processes and practices;
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships (both within and outside the Organization);
Ability to work under pressure and meet deadlines;
Excellent IT skills, including office tools (Excel, Word, Powerpoint).
 Languages
 Excellent knowledge of English and French.
DESIRABLE QUALIFICATIONS
 Skills and competencies
 Familiarity with the work and general functioning of international organizations and/or the United Nations.
Languages
 Knowledge of another UNESCO official language.
