OVERVIEW OF THE FUNCTIONS OF THE POST
BackgroundThe COVID-19 pandemic has revealed and magnified the cultural and creative industries’ pre-existing volatility. Due to the precarious nature of their work, artists and culture professionals were severely impacted, particularly in relation to their income, access to social security and freedom of movement and artistic creation.
Against this backdrop, UNESCO launched a global movement ResiliArt, consisting of a series of virtual debates with key industry professionals and artists. The objectives of these debates, independently organized by interested parties around the world, are to: raise awareness about the far-reaching ramifications of COVID-19 across the cultural sector; support artists during and following the crisis, including advocating for inclusion of the art and culture sectors and their workers in COVID-19 relief plans and recovery plans; and thinking ahead to rebuilding the creative sectors post-COVID-19, in alignment with UN priorities, including socio-economic and environmental sustainability.
The key issues and concerns that emerge from the movement are shared with UNESCO Member States in order to inform their decision-making processes and help them better support the creative sector in times of crisis and post-crisis. More than 100 debates have been organized in over 60 countries, providing UNESCO with a wealth of information on the current state of the cultural and creative industries during and beyond the lockdown period.
Owing to the growing movement, UNESCO seeks to develop an information deck which contains findings and recommendations. The deck may be used to inform Member States, provide pertinent information for programmes as well as serve as a part of future informational materials developed by UNESCO.
Scope of Assignment1. In the framework of activities undertaken by UNESCO’s Culture Sector in response to the COVID-19 pandemic, the Consultant shall, under the supervision of the Head of the Statutory Meetings and Research Unit of the Diversity of Cultural Expressions Entity (DCE) and the overall authority of the Chief of the Entity, create an information deck on ResiliArt by undertaking the following:
Review surveys completed by organisers of ResiliArt debates and the summary of findings from recorded ResiliArt debates prepared by UNESCO and revert to the original videos, when relevant;Classify and present the information found in the surveys and other relevant documentation according to thematic areas agreed upon by the Consultant and DCE;Develop figures and graphs that show the impact of the ResiliArt movement and reveal trends in the cultural and creative industries;Undertake additional research and analysis, drawing on information collected by DCE and other sources, including UNESCO’s COVID-19 platform, news articles and press releases for information on the movement and its impact, when relevant;Analyse the information collected, identify main findings, emerging issues, recommendations put forward by ResiliArt panellists and analyse trends at national, regional and global level;Provide strategic advice on the continuation of the ResiliArt movement and possible developments, inter alia drawing from the analysis conducted for the information deck and the internal strategic document prepared by UNESCO.Submit to UNESCO a first draft by 30 September 2020;Submit to UNESCO a final deck and written strategic advice on the continuation of the ResiliArt movement by 30 October 2020;
2. The information deck shall be written in English in a format that allows quick and easy access to the different categories of information as agreed upon by the Consultant and DCE.
3. The copyright of all data and information created/produced within the contract will belong to UNESCO and no royalties will be paid for future use. The data and information developed in the framework of this contract shall be provided to UNESCO and shall not be shared externally. The Consultant shall propose classifications to be used in the information deck in order to categorize the raw data and information on ResiliArt.
4. The Consultant shall consult the Secretariat to seek clarification as deemed necessary and shall submit partial or preliminary drafts in advance of the stated deadlines, for review by the UNESCO Secretariat, when relevant.
5. The Consultant shall submit an original signed and dated payment claim for each instalment due under this contract.
Deliverables and TimeframeThe Individual Specialist shall submit to UNESCO, in electronic format, the following:
On or before 30 September, a draft information deck;On or before 30 October 2020, a final deck and feedback on the ResiliArt strategic document.

REQUIRED QUALIFICATIONSMaster’s degree in a relevant fieldAt least 7 years of professional experience in the field of cultural and creative industries with a focus on civil society organizations engagement and cooperation in the field of cultural and creative industries;Proven experience in the development of an information deck and/or information document in the field of cultural and creative industries;Proven competencies in classifying survey results and/or feedback forms into categories and presenting them in a coherent format;Fluency in English and Spanish (written and spoken) and good knowledge of French (written).
DESIRABLE QUALIFICATIONSProven experience in the development of graphs based on daw data and surveys.Proven experience in the analysis of qualitative data in the field of cultural and creative industries
