OVERVIEW OF THE FUNCTIONS OF THE POSTThe Diversity of Cultural Expressions Entity (DCE) promotes the diversity of cultural expressions and the creative economy as vectors for sustainable development. Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. The Entity fosters international cooperation by assisting governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through knowledge sharing and data collection, analysis, and distribution via its Knowledge Management System (KMS).

The role of the DCE’s Knowledge Management Systems (KMS) is both to facilitate the sharing of information and to be a working tool, a repository of documents, a reference and an information base that streamlines internal work of the Entity. It supports the management of the International Fund for Cultural Diversity (IFCD) from the on-line application form and the  examination of funding applications to the management of the implementation of funded projects. It also supports the on-line submission of quadrennial periodic reports (QPR) by Parties to the Convention and the analysis of data by experts for the elaboration of the Global Report on the implementation of the 2005 Convention. The KMS serves as a one-stop gateway for sharing resources and exchanging information and analysis (see Annex 1 for more information about the DCE’s KMS).

Under the overall authority of the Assistant Director-General for Culture, the guidance of the Chief of the Diversity of Cultural Expressions (DCE) Entity and the direct supervision of both the Head of the Statutory Meetings and Research Unit and the Head of the Programmes and Stakeholder Outreach Unit, the incumbent will contribute to the maintenance and ongoing development of the Knowledge Management System of the DCE Entity.
Within this context, the incumbent will contribute to:    Ensure the maintenance of existing modules of the DCE’s KMS with the support of external IT companies and in collaboration with UNESCO central services.
Assess and define the perimeters of the DCE’s KMS, building upon existing functionalities and the creation of new modules, including:Elaboration of detailed specifications (needs analysis, design of detailed workflows, elaboration of mock-up user interfaces) with concerned programme specialists; evaluation of developer workload; control on deliveries involving concerned programme specialists;Development and maintenance of several platforms, such as: the policy monitoring platform; the platform for submission of Quadrennial Periodic Reports; the application platform for evaluation of proposed IFCD financed projects; the Expert Facility and sub-platforms such as Peer-to-Peer database of experts involved in extrabudgetary projects; the platform used for tracking COVID-19 measures taken by governments in the context of the 2005 Convention; the stakeholder database using UNESCO’s Constituency Relationship Management.Ensure the necessary developments to support the periodic redesign of the Entity’s web page.Ensure the KMS is able to support, through an up-to-date interface with the general public, the work of DCE in terms of resource sharing, data management, information and communication on all its activities and carry out some of the necessary technical and programming developments when required (e.g. Drupal views, custom pages, etc).Provide training to DCE’s technical and non-technical staff in the use of the KMS.Coordinate KMS-related activities with UNESCO colleagues and other stakeholders (UNESCO Division of Knowledge Management and Information Systems (KMI); UNESCO Division of Public Information (DPI); subcontracted development IT companies…) on specifications either in terms of functionalities or profiles/man-days needed, identification of possible contractors, elaboration and diffusion of calls for proposal/quotation, analysis and selection of proposals along with other IT colleagues, elaboration of contract…
ANNEX 1: Additional information on the KMS of the DCE Entity The KMS Creativity is a sub-site of UNESCO’s general platform which operates on Drupal 7.

All operations on UNESCO’s servers are deployed through a GIT workflow supervised by UNESCO Central Services (Sector for External Relations and Information), which is in charge of the development, administration and security of the general UNESCO platform. The DPI/WEB web architect/lead developer is responsible for validating any entry on the UNESCO server.
The 2005 Convention sub-site uses all Drupal core functions, inherited from the general platform, including some globally adopted modules, the indexes of specific entities, and the core files of the bootstrap theme.
The website is currently available in 3 languages (English, French and Spanish).
The multilingual versions of the website is by the Drupal module in18, which is currently updated to the latest version available for Drupal 7.

REQUIRED QUALIFICATIONS EducationAdvanced university degree (Masters or equivalent) in knowledge management, computer science, information systems or information technology.

Work ExperienceA minimum of two (2) years of relevant professional experience in the field of IT developments/knowledge management, of which at least 1 year as Web/ICT project manager (needs assessment, specifications, code reviews and bug tracking, coordination of developments, final validation and implementation).
Skills/Competencies
Demonstrated ability to work with a Drupal-based platform or similar knowledge management system (Drupal administration, technical development and programming).
HTML, PHP, jQuery, CSS, Bootstrap, PHPand GIT versioning.Knowledge of project management cycle.Knowledge of User Interfaces (UI) design.Good understanding of SEO good practices.Capacity to elaborate functional and rigorous documentation and contracts.Ability to listen, service-oriented and good organizational skills.Ability to coordinate the work of external suppliers.Ability to translate needs into technical development activities.
LanguagesExcellent knowledge of English or French and good knowledge of the other language.
 DESIRABLE QUALIFICATIONSEducation
Academic knowledge about cultural policies and cultural industries.
Work ExperienceKnowledge about UNESCO’s Culture Conventions as well as relevant experience in the Culture Sector is an added value.
Knowledge of working with other Content Management Systems will be considered as an asset.Experience acquired within the United Nations common system.Experience acquired at the international level.
Skills/CompetenciesExperience in working in multi-lingual environment is an added value.
