Duties

BASIC FUNCTION

The incumbent serves as Social Media Coordinator, working under the supervision of the Information Specialist and the Information Officer. Duties include assisting in the planning, programming and implementation of post’s social media programs to provide better understanding of U.S. policies and achievements among key Senegalese audiences. Assists in planning and implementing media strategies and programs, especially in regards to Social Media. Serves as back-up to Information Specialist and Information Assistant.

MAJOR DUTIES AND RESPONSIBILITIES

Media/Digital Outreach – 45%: Creates and implements Embassy and Department social media/social networking initiatives, including posting entries on to sites such as Twitter and the Embassy’s Facebook page (200,000 followers), as well as advising PAS leadership on the use of new networks and technologies. Coordinates technical production of podcasting and/or videocasting efforts and posting online. Receives and responds to information requests or other communications received via these tools as instructed. Briefs internal audiences on Post’s use of social media. Drafts and updates of PAS Social Media Strategy. Liaises and plans initiatives with key local social media actors.

Press Monitoring/Support – 30%: Reviews press and electronic media daily, informs Information Specialist and Information Officer of stories on or impacting U.S.-Senegal bilateral relations, and prepares the daily media summary and media reaction reports. Drawing on knowledge of USG and GoS, provides analysis to PAO and Front Office on how various issues will be, interpreted by the press. Also organizes/oversees training program and budget for student journalists on social media.

Managing Public Events – 15%: Drafts press releases, media advisories, general remarks, and correspondence for the section. Drafts and compiles materials for release to the media. Maintains updated contact list for all domestic and international media. Assists in arranging press coverage of all local bilateral events. Monitors local press for placement and usage of distributed materials. Pitches stories to media and provides media support to key prinicipals at high-level events.

Office Management Support – 10%: Provides limited office management support including overseeing travel for Information Officer.

Qualifications and Evaluations

Requirements:
EXPERIENCE: Three years of progressively more difficult technical work, including experience with desktop publishing and word processing software, and working with or interacting with the press is required.

JOB KNOWLEDGE: Knowledge of media structure in Senegal required.

Education Requirements:
College or University degree in Liberal arts, education, social sciences, journalism, or international relations is required.

Evaluations:

LANGUAGE: Level 4 in French and English (Fluent, Reading, Writing, Speaking). (This will be tested.)

SKILLS AND ABILITIES: Typing, word processing, and desktop publishing. Ability to draft and proofread materials in French and English such as press releases and articles. Maintain accurate files with quick retrieval systems. Ability to deal with visitors and telephone calls. Ability to manage needs of and interaction with journalists at press events on behalf of PAS when needed. Ability to use or devise new formats and computer-assisted designs for PDO and mission-related materials. Ability to cover duties of the Information Specialist/Assistant when needed.

Management may consider the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

The candidate must be able to obtain and hold a Secret security clearance.

Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
