Context:

Irregular migration along the Central Mediterranean route is increasingly dangerous for
migrants. A general improvement in the assistance and protection of migrants and migration
management capacity in the region is necessary to better respond to these complex migration flows.

To meet these challenges, the European Union (EU) and the International Organization for
Migration (IOM) have developed the Initiative for Migrant Protection and Reintegration in Africa
(hereby called “the Joint Initiative”). Implemented in 14 countries, it aims to protect the security,
dignity and rights of migrants along this migration route and to help improve the reintegration of
returnees. This will be achieved through different types of interventions, depending on the context and needs of each country, including protection and assistance of vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in communities to which migrants return, the dissemination of accurate information on migration risks and legal avenues to migrants and communities, and the collection of data on migration
flows and on AVRR activities and outcomes.

With the support of the Joint Initiative, countries across West Africa, including Nigeria, Senegal,
Mali, Cote d’Ivoire, Gambia, Mauritania, Guinea, Niger, and Ghana are receiving and reintegrating migrants who are returning mainly from countries in North Africa (Libya, Morocco in primis), as well as from other transit countries in the region (Mali, Mauritania, Burkina Faso) and
Europe. According to IOM definition of sustainable reintegration, reintegration can be considered sustainable when returnees have reached levels of economic self-sufficiency, social stability within their community and psychosocial well-being that allow them to cope with (re)migration drivers. Returnees having achieved sustainable reintegration are able to make further migration decisions a matter of choice, rather than necessity.

The Regional MHPSS Coordination Officer will ensure psychosocial support becomes an integral part of reintegration assistance in target countries.
Under the overall supervision of the Regional Director for West and Central Africa in Senegal and the direct supervision of the Regional Programme Coordination Officer, the technical
supervision of the Head MHPSS and Regional Migration Health Specialist, and in close coordination with local partners, the successful candidate will be responsible for addressing
psychosocial wellbeing of returning migrants through immediate support at reception and during reintegration assistance. This position will have extensive travels in West and Central Africa.

Core Functions / Responsibilities:

1. Supervise and coordinate the work of the international MHPSS Officers and national teams in the IOM Missions in West and Central Africa.

2. Harmonize practices, sets standards and Standard Operating Procedures (SoPs) and training
of teams throughout the programme activities, including, but not limited to the following tasks:
• Training of all operational, protection and medical staff in contact with migrants in
Psychological First Aid and other related skills;
• Providing non-compulsory counselling services available in transit areas;
• Contributing new ideas and implementing child friendly corners in transit areas;
• Setting standards and procedures in the identification, assistance and referral of those with
severe mental conditions and the relation with their families.

3. Coordinate closely with the Regional Migration Health Specialist.

4. Liaise with WHO, UNHCR, UNICEF, Ministries of Health and Ministry of Social Affairs’ dedicated bodies at the regional and national level, in coordination with RO colleagues and IOM
mission.

5. Support the mapping of existing MHPSS services in the above-mentioned countries.

6. Provide trainings to IOM and partners teams.
7. Establish a system of reporting able to capture statistical data, needs and trends.

8. Liaise with Migrant Protection and Assistance (MPA) Division, Migration Health Division
(MHD) Technical specialists in the region to integrate psychosocial components and services in
the reintegration plans, including in the field of (i) mental health system strengthening in areas of return, (ii) social cohesion, (iii) integration of livelihood and psychosocial support.

9. Provide weekly updates to the regional supervisor and the Head of MHPSS.

10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education

• Master’s degree in Social Work, Clinical Psychology, Counselling Psychology or Counselling
or a related field from an accredited academic institution with five years of relevant professional
experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Participation to IOM summer school in psychosocial interventions in migration, emergency and displacement, or other corporate trainings on migration and psychosocial support a distinctive advantage.

Experience

• Sound experience in psychosocial support in emergency settings;
• Sound experience in provision of integrated psychosocial support to migrants;
• Experience in designing case management and referral systems;
• Experience in project management and management of staff;
• Familiarity with reintegration needs of returning migrants;
• Counselling and training skills Proven experience in humanitarian settings is considered an advantage.

Languages
Fluency in English and French is required. Working knowledge of Hausa, Songhai, Tamasheq, Fulfulde, Mandingo, Fula, Wolof, Serer, Jola or Creole is an advantage.

Other:

Internationally recruited professional staff are required to be mobile.
