Description

1. Background
Through its Nutrition Technical Assistance Mechanism (NTEAM), Nutrition International shares its expertise globally to support the scale-up of nutrition for the most vulnerable. We believe that knowledge, rigorously obtained and generously shared, is key to effective progress for nutrition. NTEAM provides timely and coordinated expert technical assistance (TA) to countries and agencies; encourages broad use of knowledge by translating technical information and research into accessible guidance, tools and resources; and convenes global experts to tackle key nutrition issues.
Technical Assistance for Nutrition (TAN) is a project within NTEAM supported by UK aid from the UK government, which seeks to improve the capacity of Scaling Up Nutrition (SUN) countries to design, deliver, and track the progress of nutrition programs and to generate, learn from and adopt knowledge of what works. Under TAN, NI is coordinating the provision of TA to SUN Focal Points, in select countries, overcome gaps in capacity for the design and delivery of multi-sectoral national nutrition plans, tapping into its global hub to source and deploy the expertise needed. The project aims to accelerate the achievement of better health and nutrition status of populations by ensuring that governments are better equipped to act swiftly to scale up nutrition in their countries. TA provided through the TAN project is supported by the Global Technical Services (GTS) Unit at NI, which leads on the quality assurance of NI’s research and programs, and the dissemination and translation of new knowledge to influence and improve national and global policies and practice.
Priority client SUN countries may vary over the life of the TAN project but currently include: Bangladesh, Indonesia, Lao PDR, Myanmar, Nepal, Pakistan, and the Philippines, Burkina Faso, Democratic Republic of Congo, Ethiopia, Kenya, Niger, Nigeria, Malawi, Mozambique, Rwanda, Senegal, Uganda, Tanzania and Zambia.

2. Overall Accountability and Function
The TAN SPO leads in-country engagement with 4 TAN African SUN countries, and is responsible for all aspects of TAN TA provision in these countries. The SPO is expected to conduct periodic in-country missions to prioritize TA needs; help ensure successful TA delivery, and develop and maintain productive relationships with key nutrition partners in these countries. The SPO is accountable for developing clear Terms of Reference (ToRs) for TA assignments, recruiting strong TA providers and providing ongoing oversight throughout delivery of TA to ensure adherence to contracts and client expectations and overall quality TA. The SPO is also responsible for coordinating the process of reporting on the progress, results and impact that the TAs supported by TAN have achieved.
This position directly reports to the TAN Project Manager (based in Ottawa, Canada), indirectly reports to the NI Country Director (based in NI Sahel Country Office in Dakar) and requires frequent communication with NI HA, Regional and Country colleagues.
The SPO is expected to work closely with NI TAN’s Project Managers, SPOs, Project Officers and Project Assistants and NI country directors throughout the TAN project.

3. Supervisory Responsibilities:
There are no supervisory responsibilities to oversee other staff with this position however regular guidance to support personnel requires sound judgement and collaboration across team members

4. Key Duties and Responsibilities:

Identification, Prioritization and Recruitment of Technical Assistance (TA) needs
Work closely with NI and TAN staff, SUN Focal Points and networks (civil society, business, UN, and donor networks), multi-stakeholder platforms, DFID and other nutrition partners to:
o identify, specify, assess and prioritise TA needs for each assigned country;
o develop clear and relevant ToRs for prioritized TA needs;
o source and select appropriate national and/or international TA providers; and
o negotiate contracts with, manage and monitor the performance of TA providers.

Monitoring and Oversight of TA Provision
o Conduct on-boarding of TA providers to ensure clarity of expectations
o Provide ongoing support and mentoring as needed to TA providers on technical and administrative issues to ensure TAs perform according to contract timelines and budget.
o In coordination with NI colleagues, review TA deliverables and conduct regular monitoring of TA delivery
o Coordinate satisfaction surveys and exit interviews
o Help ensure Value for Money (VfM) principles are incorporated throughout the TA process
o Help ensure gender equality, capacity building and political economy are considered in the above processes in line with NI and TAN tools
o Effectively maintain up to date records, using agreed NI TAN monitoring and reporting tools and systems

Coordination and Representation
o Work closely with TAN colleagues, Africa Regional Director and NI Country Directors to ensure good coordination and information sharing
o Ensure partners are regularly consulted and updated on in-country discussions and progress
o Represent TAN at external technical meetings, as delegated.

Knowledge Management and Learning from TA
o In collaboration with TAN colleagues and partners, identify, document and share knowledge/lessons for internal and external communication purposes
o Support TA providers to develop a knowledge product or learning report before completion of contract using agreed guidance.
o Provide input to TAN reporting as requested

Measuring and Reporting on Progress, Results and Impact
o Using NI TAN guidance for measuring and reporting on progress, results and impact, adapt the methodology, theory of change, questionnaires to the relevant TAs in the countries of responsibility
o Carry out data collection, data analysis and reporting
o Support dissemination efforts of the results
Any other related duties as assigned by supervisor.

Requirements

1. Education/Professional Designations/Experience

Education:
• Post graduate degree (or equivalent qualifications) in nutrition, public health, health economics, and/or related field

Experience:
• Experience with, and sound understanding of health systems.
• Minimum 5 years of experience in project management supporting social sector international development.
• Experience in the provision of technical assistance to government is an asset.
• Field experience in a developing country and/or experience in a cross-cultural environment an asset
• Experience in working with DFID will be an advantage
• Experience in working with multistakeholder platforms and processes, or other complex collaboration platforms across sectors, including health, agriculture, education and social protection.

2. Language Skills
• Superior communications skills (verbal and written).
• Fluency in French – both reading and writing – is essential.
• Fluency in English – both reading and writing – is an asset.

3. Travel Requirements
• § Based in Nutrition International’s Sahel Office in Dakar, Senegal. The SPO position will be required to travel internationally (approximately 8-10 weeks annually).
