Purpose of the Position

Under the broad guidance and support from the Programme Area Manager / Infectious Hazard Management, the purpose of this post is to further contribute to ongoing efforts of stakeholders to develop and/or implement the prevention and control strategies, tools and capacities for zoonosis in line with the One Health strategy. The technical officer will provide support in the area of epidemiological surveillance and response regarding the human-animal-environmental interface, in line with the IHM/WHE plan for 2018. In addition, the incumbent will provide technical support on other high threat emergencies.L’objectif principal de ce poste est de soutenir la collecte, le regroupement, l’agrégation et l’analyse des informations et données relatives à la surveillance de la santé publique afin d’aider à la détection des flambées épidémiques et d’autres situations d’urgence.

* Objectives of the Programme and of the immediate Strategic Objective

The mission of the WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The Infectious Hazard Management Unit of the Health Emergencies Programme is responsible for establishing risk mitigation strategies and capacities for priority high-threat infectious hazards, most of which originating from the animal sector. This includes developing and supporting prevention and control strategies, tools and capacities for high-threat infectious hazards, establishing and maintaining experts’ networks to detect, understand and manage new or emerging high threat infectious hazards as well as implementing the One Health approach to prevent and control the emerging and re-emerging infectious diseases (EIDs).

The incumbent is required to maintain cohesion and facilitate effective communication with relevant staff at all levels of the WHO, including relevant technical officers from other clusters in the WHO Regional Office, to ensure timely implementation of 2018 planned activities on One Health agenda and other relevant activities including submission of information products including donor reports if any. S/he functions in close collaboration with medical and technical officers within the WHE programme on the prevention, preparedness and response activities for emerging and re-emerging infectious diseases (EIDs) and other emergencies under the overall coordination of the IHM.

DESCRIPTION OF DUTIES

* Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected)
In order to develop and support the implementation of the One Health strategies and tools for preparedness, prevention and control of emerging and re-emerging infectious diseases (EIDs) and other high-threat infectious, the Technical Officer will carry out series of activities to:
•Strengthen the cross-sectoral collaboration and support the implementation of One Health approach including the joint use of available tools
•Review countries response and preparedness of action plan(s) for zoonotic diseases related under the perspective and policies of One Health Approach/Agenda
•Organize the One Health planning and coordination meetings in close collaboration with relevant partners
•Provide technical assistance to countries to implement the One Health approach roadmaps: use of One Health (OH) approach to researching, preventing and controlling diseases of high outbreak risk
• Reinforce the coordination of prevention, detection and control of zoonotic diseases and related public health threats in line of the One Health approach
• Establish a regional multi-sectoral multidisciplinary partnership forum for One health
• Provide guidance and support for developing research proposals on Human-Animal-Environment Interfaces in Emerging Infectious Diseases
• Update risk mapping documentation for high threat infectious hazards
• Monitor the trends and sources of zoonoses, zoonotic agents and food-borne outbreaks
• Develop the key strategies for infection prevention and control practices in human and animal health sectors
•Improve the knowledge and understanding of Antimicrobial Resistance (AMR) through cross‐professional collaboration in human and veterinary medicine
•Support other programme areas for strengthening disease surveillance, control and prevention
•Perform any other duty assigned by the supervisor.

REQUIRED QUALIFICATIONS
Education Qualifications

* Essential: University degree in medicine or veterinary with Master’s or postgraduate degree in epidemiology or Public Health.
Experience

*Essential: At least Seven years related experience in implementation of zoonosis or public health surveillance and outbreak investigation and response.
Desirable: Experience working in an international organization. Experience working in developing countries. Experience on prevention and control of zoonosis including other outbreak prone diseases.

Functional Knowledge and Skills

* Describe the essential knowledge and the skills specific to the position

Skills proficiency and knowledge in project management and operational planning a multi-partner international context. Broad technical knowledge in medical/veterinary Public Health and/or epidemiology in the context of improving the health of populations and/or health security. Experience and ability to design, evaluate and monitor multi-partners work plans.
Good writing skills and ability to draft, evaluate and edit technical reports and publications.
Excellent interpersonal, negotiation and consultative skills.
