In 2020, the Liberia Multi-partner Trust Fund (LMPTF) approved the joint project “Sustaining Peace and Reconciliation through Strengthening Land Governance and Dispute Resolution Mechanisms”, implemented by UN Women, UNDP and WFP . The project aims to support the implementation of the Land Rights Act (LRA) and Local Government Act (LGA).

The implementation of the two Acts will provide opportunities for empowering rural communities, including women and youth, by allowing them to manage their land and land-based resources to advance their economic growth and development, and thus contribute to a reduction of land-related disputes in conflict prone counties (Grand Cape Mount, Sinoe, Maryland and Nimba).

The two main outcomes of the project are:

To strengthen the effectiveness, transparency, and inclusiveness of land administrative structures at national and county level and concession awarding processes.
To strengthen formal and semi-formal land dispute resolution mechanisms such as Multi-stakeholder platforms (MSPs) and the new mechanisms established with LRA such as Community Land Development and Management Committees (CLDMCs) with a view of reducing conflicts in a more transparent, effective and gender and youth responsive manner.

The budget range for this proposal should be USD190,000 Min. – USD 209,0000 Max.

It is estimated that the project will be implemented in 30 months beginning on 5th October, 2020 and ending on 30th March 2023.

Competencies

A brief description of the organization, including its registration details and relevant experience working on issues pertaining to gender sensitivity and mainstreaming, Land rights, Local governance and decentralisation, awareness campaigns ,trainings for rural communities (all demographics), understanding of concessions, sustainable livelihoods, Business and economic development, research, monitoring, Land management and with varying degrees of education, empowerment, and community engagement and participation, particularly in conflict prone rural areas.
This should also include:
Proposed staffing (number and expertise) for the services to be delivered.
Organizational experience and proven track record/credibility on the provision of legal aid services for women and girls, advocacy for the rights of women, awareness-raising its application to key processes (e.g., planning, programming, monitoring, reporting and evaluation), and other areas of expertise relevant to the services required
Relevant experience in partnerships with UN Women, other UN agencies, governments, NGOs, and other development actors.
