The Office of Environmental Quality and Transboundary Issues (EQT) in the Bureau of Oceans and International Environmental and Scientific Affairs’ (OES) at the U.S. Department of State has announced a Notice of Funding Opportunity (NOFO) for a project entitled “Small Grants-Public Participation in Environmental Protection.”

Through the implementation of this award(s), OES and the grantee will strive to increase environmental protection through civil society engagement and public participation to support informed environmental decision-making and enforcement in U.S. FTA partners: Chile, Columbia, Peru, Morocco, and Jordan.

Grant Information

  • OES has funding available for an award of up to $500,000 to increase civil society engagement in environmental protection and promote public participation in environmental decision-making and enforcement in FTA countries.
  • The initial period of performance will be 24 months.

Expected Results

Specific results will depend on the strategy and activities identified by the grantee, but could include activities that produce measurable results in:

  • Increasing public awareness and understanding of the FTA Environment Chapter, environmental laws, public participation opportunities, and environmental issues;
  • Creating partnerships and networks between civil society organizations and local governments to address environmental issues;
  • Supporting universities to educate people in the region about environmental regulations and procedures, such as through workshops, courses, and events;
  • Strengthening the capacities of local organizations (grantees and non-grantees alike) in FTA countries to apply for other grants and opportunities;
  • Providing assistance to local organizations (grantees and non-grantees alike) to improve their public outreach on opportunities for public participation in environmental matters and promote compliance with environmental laws; and
  • Increasing effective participation of civil society and local NGOs (including indigenous and marginalized communities) in FTA countries in environmental decision-making at the national and local government levels.

Eligibility Criteria

  • Eligibility is limited to non-profit/NGOs subject to section 501(c)(3) of the U.S. tax code, foreign non-profit organizations, educational institutions, and public international organizations.
  • Applicants must have significant experience working with civil society in one or more of the FTA countries mentioned: Chile, Columbia, Peru, Morocco, or Jordan.
