The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified Non-Governmental Organizations (NGOs) and Educational Institutions for a cooperative agreement to implement “Law Enforcement Expertise Program (LEEP)”.

The INL Law Enforcement Expertise Program (LEEP) will assist INL in its mission to develop the capabilities of foreign law enforcement institutions along internationally recognized practices and  standards by identifying and deploying current and former law enforcement officials and law enforcement experts with specific, contemporary, and relevant expertise to mentor, advise, train, and deliver technical assistance to foreign law enforcement through overseas deployments and domestic training activities. The end goal of the LEEP program will be to help foreign governments build effective law enforcement institutions that counter transnational crime and promote the rule of law in support of INL’s mission.

Objectives

  • Cultivate a cadre of suitable, well-qualified current and former law enforcement officials, ranging from senior field officers, law enforcement executives, and law enforcement training professionals, who are available to work with INL, primarily overseas as advisors, mentors, assessors and trainers. Particular emphasis should be placed on identifying officers with foreign language skills.
  • Cultivate a cadre of law enforcement experts with international and/or academic experience interested in and available to support the field experts identified in Objective 1 to ensure that field expertise is in line with internationally recognized practices in law enforcement.
  • Advance the capabilities of foreign law enforcement through short-term (1 week to 3 month) engagements.
  • Provide logistics to support law enforcement expert engagements.

Award Information

  • The anticipated total federal funding amount is not to exceed $200,000.
  • The period of performance is 2 year(s) with an anticipated start date of September2018.

Eligibility Criteria

Eligibility for this NOFO is limited to:

  • Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project and meet INL’s reporting requirements.
  • Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably with global experience. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
  • Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in English. Additional language capabilities are strongly recommended. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
  • Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
  • Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
  • Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
  • NOTE: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
