U.S. Department of State, Bureau of INL announces Legal Socialization and Juvenile Crime Prevention Program in Bosnia and Herzegovina

The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions for a Cooperative Agreement to implement a program entitled “Legal Socialization and Juvenile Crime Prevention in Bosnia and Herzegovina”.

The purpose of this project is to prevent crimes committed by juveniles and develop a positive relationship between juveniles and law enforcement authorities in Bosnia and Herzegovina, including Republika Srpska (RS). This project would complement existing programs operating in the Federation of Bosnia and Herzegovina. Project proposals should target select cities within the RS, can include cities outside of the RS but within the country, and be closely coordinated with ongoing similar efforts.

Project Goals

The goal of this project is to improve students’ understanding and trust in the justice system of Bosnia and Herzegovina through an experiential learning process. This experience should help students understand their rights within the justice system, strengthening their confidence from an early age in governing institutions and the rule of law. Empowered by an improved understanding of the justice system, students can take a more active role in civic life and help transform Bosnia and Herzegovina into a modern European democracy.

This project will develop a program with curricula and other related material that will allow the involved educators to replicate in proceeding years. All curricula, documents, training aids, and all other related material will become the property of INL for the purpose of allowing involved educators to replicate efforts in the coming years.

Project Objectives

Objective 1: Educate youth from Bosnia and Herzegovina on the rule of law, the significance of following the law, the broader implication of breaking the law (e.g. corruption, drug use, trafficking, etc.), and the role of law enforcement.
Project proposals should provide a list of activities that will be conducted in order to achieve the objective. Possible activities could include but are not limited to:
Activity 1: Assess perception among juveniles about criminal activities within the community and the respective role of the police.
Activity 2: Establish a regularly scheduled forum within schools that allow juveniles to learn about the significance of following the law, and the implications of breaking them;
Objective 2: Establish positive interactions between the youth and law enforcement authorities, which will promote a service-oriented perspective to policing within the police force and improve public confidence in the police.
Project proposals should provide a list of activities that will be conducted in order to achieve the objective. Possible activities could include but are not limited to:
Activity 1: Establish an MOU with relevant government institutions, police authorities, and school(s) outlining cooperation and commitment in implementing the project
Activity 2: Involve law enforcement authorities in school and/or after-school activities with the youth

Award Information

The anticipated total federal funding amount is not to exceed $630,000. The period of performance is two (2) year(s) with an anticipated start date of June 1, 2020.

Eligibility for this NOFO is limited to:
Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Bosnia and Herzegovina and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Bosnia and Herzegovina, if required by the country of project implementation.
Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Bosnia and Herzegovina. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in B/H/S and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
Applicants must be able to respond to the NOFO and be able to mobilize in a short period.
Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
