The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor (USDOL) is seeking applications for its grant programme entitled “Strengthening Government Labor Law Enforcement” to fund a technical assistance project in a minimum of three (3) U.S. trade partner countries over the life of the cooperative agreement to target and address gaps in supporting the governments in implementing comprehensive labor law enforcement systems.

Ensuring that workplaces adhere to applicable labor laws involves multiple parties – including workers, civil society organizations, and employers – but requires the leadership of government enforcement.  This FOA solicits applications to implement a project with the objective of effective government enforcement of labor laws that are consistent with relevant labor standards.

  • Estimated Total Program Funding: $7,000,000
  • Award Ceiling: $7,000,000
  • Award Floor: $7,000,000

Eligibility Criteria

The following organizations are eligible to apply:

  • U.S. organizations
    • Nonprofits, including any faith-based organizations or community-based organizations
    • Public/State Controlled Institutions of Higher Education
    • Private Institutions of Higher Education
    • For-Profit Organizations
  • Non-U.S. organizations
    • Non-U.S. Entities, including PIOs
  • The following types of organizations are not eligible to apply nor to participate as sub-recipients/contractors:
    • Organizations designated by the U.S. Government to be associated with terrorism.
    • Organizations designated by the U.S. Government to have been debarred or suspended.
    • Organizations planning to charge a fee (profit) associated with a project funded by USDOL under this award.
    • In most cases, foreign governments and entities that are agencies of, or operated by or for, a foreign state or government.
