Job description 

The incumbent serves as a full-time Procurement Agent in the U.S. Embassy Dakar and performs independently a wide range of procurement functions to meet Mission acquisition needs. S/he is responsible for the implementation and monitoring of offshore and local procurements within the contracting authority of the Contracting Officer for the provision of the physical resources, goods, and services necessary in direct support of Mission operations. Provides logistic support to other Embassies and a variety of agencies at post in accordance with established Mission policy and assurance of compliance with Mission regulations and local law. This includes commodity procurement planning, accountability, insurance/delivery, end-use verifications, claims for loss or shortage, contract reporting, and close out.

The incumbent’s annual procurement pipeline amounts to over one million USD and includes big value contracts that each total tens of thousands of USD in support of vital Mission needs such as: vehicle purchases, extended lodging for TDY staff and PCS staff assigned to temporary quarters, fuel purchases for the Mission vehicle and emergency generator fuel reserves, replacement parts for the Embassy’s electrical, plumbing and HVAC infrastructure, IT equipment, residential make ready contracts, and training to local authorities in support of Mission operations.

Job requirements 

Experience: Minimum of three years of progressively responsible experience in the procurement or related fields is required.

Job knowledge: Good/Comprehensive knowledge of, or demonstrated capability to learn, complex USG procurement regulations, procedures, instructions and forms, GSA Catalogues, FAR and DOSAR Specifications & Standards, contracting procedures and practices, and Collaborative Management Initiative (CMI) standards. Also needs to demonstrate knowledge of, or ability to learn, shipping instructions and procedures.

Education Requirements:

Bachelor’s Degree in Business, Management, Administration or Logistics is required.

Evaluations:

Language: Good working knowledge and commercial English. Must be able to independently read and understand specialized “legal” English used for USG contracts/contracting. English Level III (good working knowledge) (will be tested), French Level IV (Fluent) and Wolof Level IV (Fluent) are required.

Skills and abilities: Must have good negotiating skills and ability to inspire confidence. Must be able to tactfully obtain information formally and informally. Proficiency in Microsoft suite and ability to learn ILMS, eService and WEBPASS systems. Key board skills where speed and accuracy is essential. Must be able to work in a high pressure environment with multiple competing deadlines while providing excellent customer service.

Qualifications:
