Background:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In order to continue responding effectively to challenging contexts while also contributing to longer-term efforts to end hunger, WFP is in the process of reshaping its engagement and support to national school feeding and social protection programmes, so as to support governments with their hunger solutions and strategies.

In 2017, WFP implemented or supported school feeding programmes in 71 countries. It directly provided school feeding to 18.3 million children in 60 countries. It also built the capacities of 65 governments, which led to improved national school feeding programmes for another 39 million children.

In West Africa Region, all countries covered by WFP Regional Bureau have school feeding programmes, with WFP support in the form of direct implementation, technical support or combination of both. Nearly 2.3 million children benefit every year from these programmes, out of 10 million children of primary-school. There is a growing demand in the region to expand school feeding coverage, transition to Government-led national school feeding programmes and better leverage the multiple benefits and impact of such programmes on children and communities’ food security, nutrition and livelihood, human capital development, local economy, education results, etc. In crisis situations, school feeding act as a rapidly deployable safety net that provides direct support to the poor by transferring income to families affected by shocks. When linked to local agriculture production, to supply schools with home-grown food, and when complementary assistance package focusing on children’s nutrition, health and quality education, are available, school feeding programmes can play a vital role to achieve zero hunger, with significant multiplier effects for the local economy. Considering WFP global regional experience and lessons learned in recent years around school feeding programmes, WFP Country Offices in the region in their transition journey to national school feeding programmes, are eager to learn from most successful and widely emulated home-grown school feeding programmes, and broader social protection interventions. Regional Bureau support will be critical in promoting knowledge management, dissemination of best practices, improvement of programmes quality, efficiency and effectiveness.

Duties and Responsibilities

This position is located in Dakar, WFP Regional Bureau’s Programme Support Unit, Safety Nets and Social Protection Section. The incumbent will be exclusively supporting WFP Country Offices in the region on Schools feeding programmes (design, programming, implementation, monitoring, technical assistance, coordination, etc). Under the direct supervision of the Regional Programme Policy Officer (School Feeding), and in accordance with appropriate policies, guidelines, procedures and processes, the Programme Policy Officer will be responsible for the following tasks:

• Contribute to the overall technical backstopping to Country Offices in the region on School Feeding programming and implementation, throughout the project cycle phases, considering WFP requirements, policies and practices;
Ensure dissemination of timely analytical and progress reports, including normative guidance notes and other regional or global strategic documents (studies, assessments, etc);
Contribute to the regional oversight of school feeding programmes in the region, including preparation of regional programme workplans, budgets, strategies, and review of country offices operational and strategic documents, including reports and project submissions and revisions;
Participate in country level programme review missions that consequently support the design and development of new programmes or lead to expansion or strategic revisions of ongoing ones;
Work closely with the Regional Bureau relevant units and teams on programmes integration and consolidation, to ensure that depending of country context, school feeding programmes are well positioned in various project documents, as short terms safety nets in crisis situation or part of longer terms social protection systems;

Support and contribute to the identification, development and management of potential partnerships to collaborative working relationships leading to improved school feeding programmes in the region;
Support the capacity building efforts of WFP staff, partners and national governments, to improve school feeding programmes design, implementation, evaluation and reporting;
Work closely with Country Offices School Feeding Focal Points and Regional Bureau relevant units to monitor progress and ensure School Feeding Programmes within the on-going and planned country or regional interventions;
Participate actively and regularly in regional education sector working groups and other relevant coordination fora;
Work closely and engage regularly at the regional level, with partners’ focal points for education and related aspects (UN agencies, World Bank, donors, NGOs, civil society, private sector), in advancing WFP school feeding agenda and narrative;
Contribute to the coordination efforts and work with HQ, Centres of Excellence, PCD, 24970African Union’ relevant department;
Undertake regular field visits in countries supported by the Regional Bureau, to review programme implementation, progress and impact, as well as identify and promote innovative opportunities to enhance sustainable school feeding model;
Perform other related duties as required.

Desired experiences for entry into the role:

• Minimum 3 years or more professional experience in programmes or projects management related to school feeding, food security, nutrition, livelihood and education interventions;
Demonstrated professional experience in project design, monitoring and technical assistance to communities and national Government;

Developed practical experience in coordination with humanitarian and development partners on food security, education, nutrition, value chain development, knowledge management and advocacy;
Desirable technical knowledge, experience or understanding of safety nets and social protection programmes.

Standard minimum academic qualifications:

Education:

Advanced University degree in Economics, International Development, Food Security, Public Health/Nutrition, Agriculture, Social Science or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language:

Proficiency (level C) of French and at least high intermediate level of English (considering the number of English-speaking countries in West Africa, high level in both oral and written communication in English will be essential) is required under all circumstances.
