A e-learning system through the design and development of high quality e-courses implemented for self-paced, facilitated and blended learning.

Expected duration

The assignment will be for twelve (12) months starting from November 1st, 2021.

Duties and Responsibilities

The African Institute for Economic Development and Planning (IDEP), as a Capacity Development and Training Centre of Excellence for Government officials, legislators and other stakeholders from the fifty-four (54) African countries, has established a context that encourages and supports learning and high performance through the nurturing of technological advancement to respond to the increasing number of requests for training from different countries and other stakeholders. The on-line systems complement conventional training and promote learning on the go, continuous refresh and performance support through mobile-learning and microlearning features.

IDEP digital learning solutions aim to reach the maximum of beneficiaries. IDEP has established a culture of continuous learning and high performance towards a unique state-of-art Africa Teaching and Learning Center of Excellence guided by the principle that learning happens by learners, not to them. IDEP provides learners with more channels to learn from, having access to precise information they need when they need and from any point, where they have a challenge and fostering knowledge sharing through collaboration. In this regard the following three solutions, channels, are provided to learners to enable continuous learning and improve performance: (i) Instructor Led Learning (ILT), (ii) Self-paced Learning and (iii) Blended Learning.

Against the above background and with the view to respond to increasing demand for digital learning from member States in the context of covid-19, IDEP is looking for a senior expert specialized in the development of Moodle digital learning platform in the e-Learning section unit.
The overall objective of this consultancy is to build a robust e-learning system through the design and development of high-quality e-courses and to avail with LMS (Moodle) suitably customized to respond to learner’s various needs and harness technology advancement.

This consultant assignments is located in the African Institute for Economic Development and Planning (IDEP) of the United Nations Economic Commission for Africa (ECA) in Dakar. Under the general guidance of the Director of IDEP and the direct supervision of the Head of the Division of e-Learning, ICT and Knowledge Management, the consultant is expected to perform the following task:

Duties and responsibilities

  • Lead curriculum development for on-line training and learning ensuring that it comprises, illustrated narrative, audio-commented presentations, twenty quizzes per module and additional reading.
  • Work with the multimedia consultant for the timely dissemination of announcements publication of the audio-commented multimedia course material on the web;
  • Deploy modules per lessons on the digital training platform
  • Coordinate the translation of courses material
  • Provide technical backstopping to students develop a training monitoring and analysis tool based on learner’s satisfaction surveys, proficiency testing, job performance, and stakeholders’ feedback
  • Prepare analytical report for all digital training organised
  • prepare quarterly and annual report of digital training implemented
  • work within tight timelines and be able to innovate and up-level content using existing e-learning and graphic development tools.

Background formation

An Advanced university degree (Master’s degree or equivalent) in Information system development and network, development or e-Learning or related field is required. A first-level university degree in combination of two years of qualifying experience may be accepted in lieu of the advanced university degree.

Qualifications/special skills

Academic Qualifications: Advanced university degree (master’s degree or equivalent) in Information system development and network, development or e-Learning or related field is required. A first-level university degree in combination of two years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five (5) years of progressively responsible experience at national or regional level in information system development, designing, developing and administering training programs in Moodle environment or related is required. Experience leading digital learning course development will be an advantage.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English or French is required. Knowledge of the other is an advantage.
